MINUTES
Grand Forks Civil Service Commission
April 8, 2004
The Grand Forks Civil Service Commission was called to order at 3:33M by
Vice-Chairperson Nies. Commissioners Bredemeier, MacGregor and Kvasager
present. Commissioner Johnson absent.
APPROVAL OF MINUTES
It was moved by Bredemeier and seconded by Kvasager to approve the March 11,
2004 regular meeting minutes as presented. All approve, motion carried.

CHANGES/ADDITIONS TO AGENDA
The following are changes/additions to the agenda:
1) Re-employment Register – removal of employee name.
2) Clarification of agenda that the appeal hearing will be scheduled.

REASSIGNMENT WRITTEN EXAMINATION CUT-OFF SCORE
Water Service Worker
It was moved by MacGregor and seconded by Kvasager to approved 48.33% as the
written examination cut-off score. All approve, motion carried.

REASSIGNMENT (PROMOTIONAL) REGISTER
Water Service Worker
It was moved by Bredemeier and seconded by MacGregor to establish the
reassignment register at 60.665% as follows:
Barry Arntz
Dennis Gunderson
David Willson
Tim Bach
All approve, motion carried.

RE-EMPLOYMENT REGISTER – REMOVAL OF EMPLOYEE NAME
It was moved by Kvasager and seconded by Bredemeier to direct Human Resources
to send a certified/registered offer letter to a former police employee.
Failure of former employee to respond to Human Resources by April 15, 2004 will
result in removal of the former employee’s name from the re-employment
register. All approve, motion carried.






SCHEDULE APPEAL HEARING – MEAGHER GRIEVANCE
Chairperson Nies directed the Commissioners to submit their calendars to Human
Resources for purposes of scheduling the appeal hearing in the David Meagher
appeal. The Commissioners directed HR to retain attorney Ronald Fischer, on
behalf of the Civil Service Commission.

ADJOURNMENT
It was moved by MacGregor and seconded by Nies to adjourn the April 8, 2004
Civil Service Commission meeting. All approve, meeting adjourned. The meeting
adjourned at approximately 3:54PM.
