MINUTES
Grand Forks Civil Service Commission
July 8, 2004
The Grand Forks Civil Service Commission was called to order at 3:30PM by
Chairperson Johnson. Commissioners Bredemeier, MacGregor, and Kvasager
present.Commissioner Nies absent.
APPROVAL OF MINUTES
It was moved by Kvasager and seconded by MacGregor to approve the June 10, 2004
regular meeting minutes as presented. All approve, motion carried.

CHANGES/ADDITIONS TO AGENDA
The following are changes/additions to the agenda as presented:
1) Discussion of denial of grievance by HR Director.
2) Selection Criteria – Equipment Operator, Senior.
It was moved by Kvasager and seconded by MacGregor to approve the
changes/additions to the agenda. All approve, motion carried.

DISCUSSION OF DENIAL OF GRIEVANCE BY HR DIRECTOR
Commissioner Kvasager presented that the Commission received a letter from the
HR Director stating that he determined an employee did not follow appropriate
procedures and did not place a grievance item on the agenda pending review by
the Commission. Discussion held. Commissioners requested additional information
regarding the appeal and the HR Director’s rationale for determining that the
appeal was not valid. Commissioner’s were to be polled by HR individually on
Thursday, July 15th, 2004, after their review to either sustain the fact that
this is not a grievance pursuant to 6-0702, or to schedule a hearing in the
matter.

REASSIGNMENT WRITTEN EXAMINATION CUT-OFF SCORE
Equipment Operator - Street
It was moved by MacGregor and seconded by Bredemeier to establish the written
examination cut-off at 64.0%.
Mr. Feland presented the directive of City Council to become more efficient
with less resources and sustain the same level of services. His concern is that
the reassignment process may limit future needs. If we only have one to two
candidates for a position, are we getting enough of a pool of candidates to be
as successful as we can be to meet our needs? This is for future discussion for
the Commission. All approve, motion carried.
REASSIGNMENT REGISTER
Water Service Worker, Lead
It was moved by Bredemeier and seconded by MacGregor to establish the
reassignment register at 85.0% as follows:
Mark Skow
Shirley Litchy
Mike Klemisch
All approve, motion carried.

REEMPLOYMENT REGISTER REQUEST
Equipment Operator, Senior – Street
It was moved by Kvasager and seconded by MacGregor to approve the request of
employee, Jon Teige, to be placed on the reemployment register. All approve,
motion carried.

911 Dispatcher (PSAP)
It was moved by MacGregor and seconded by Bredemeier to approve the request or
employee, Rebecca Heskin, to be placed on the reemployment register. All
approve, motion carried.

SELECTION CRITERIA
Buildings and Grounds Worker
Building and Grounds Worker, Senior
Equipment Operator, Senior
It was moved by Kvasager and seconded by Bredemeier to hold these items pending
inclusion in the updated 2004 Selection Criteria packet for all city positions.
Discussion held regarding a test for the Building and Grounds positions and
discussion held regarding a practical portion for the Equipment Operator,
Senior position. HR will research this item further. All approve, motion
carried.

REVISIT HR DIRECTOR INTERVIEW PANEL MAKEUP
It was moved by Kvasager and seconded by MacGregor to reaffirm the document
which was presented to the Commission by HR, including 2 Commissioners; 1
Admin. Coordinator; 1 Asst. HR Director; 1 Community/Govt. Relations Officer; 1
Department Head; 2 Employee Reps; 1 City Council member. All approve, motion
carried.

HR DIRECTOR RECRUITMENT UPDATE
The HR Director interviews are on July 22, 2004 for 5 candidates in A302 of
City Hall. Commissioner Johnson and Nies were involved in the prescreen
telephone interview process and Commissioners Bredemeier and MacGregor will be
involved in the panel final interviews.
ADJOURNMENT
It was moved by Bredemeier and seconded by Kvasager to adjourn the July 8, 2004
meeting. All approved, motion carried. The meeting was adjourned by the
Chairperson at approximately 4:31PM.
