Fourteen Residences Mitigation Report – Mike Yavarow
No report.

419 N. 5th St. – Gordon Iseminger
Iseminger wondered what has happened with this house. O’Leary will check on it.

24th Ave. S. and 47th St. – Curt Siewert
The request is for a 15 unit supportive housing facility to be built at this address, across from Valley Memorial. Slater questioned why it was coming before HPC; Siewert said he likes to keep HPC in the loop on all projects and the SHPO likes to know that HPC has seen the proposal.
Motion: to concur with the City that no historic properties will be affected by putting this building on this site. (Sickels, Jelliff)

Sub-committee Reports
§ Friends of Preservation – Jelliff reported that they have a meeting scheduled for January 21.

Chair Report – Marsha Gunderson
§ 28 Conklin (formerly 1502 Lewis Blvd.) – Gunderson and O’Leary toured the house with City, Corps, and contractor representatives to run the punch list. The house moved well; there’s little evidence of cracking and the brick work is in good shape. The new basement is great and the porches are appropriate and attractive. The house sits high on the lot but landscaping should go far to remedy the perception of height. It will be offered for sale in late spring, after the remaining items on the punch list have been addressed. The tar from the roof of the garage is an issue the city still needs to deal with; the contractors said it was not in their contract.
§ PND/CLG Meeting – Scheduled for Grand Forks, April 30 through May 2, 2004. Steve Martens and Ron Ramsay have agreed to be the primary speakers and will discuss North Dakota architecture. We’ve visited with PND people and with Walt Bailey and the plans seem to be well received. The CLG portion of the meeting will be Saturday morning.
§ Griggs Award – Several possible awardees were considered and members made a selection. The award will be presented at council during Preservation Week in May. The Griggs Award committee has two representatives: Sandy Slater and Fred Schneider. Lee was appointed to the committee to fill the vacancy created by Schneider’s retirement.

Coordinator Report – Peg O’Leary
§ 2004 Meeting Schedule – Members agreed to continue to meet twice monthly, on the second and fourth Tuesdays, except December, when we will meet only once, on the second Tuesday.
§ Near Southside Historic District Nomination – The final draft has been mailed to the SHPO. If approved by them, the final payment will be made to HRA for writing it and it will be sent on to the Keeper for review. If changes need to be made, HRA will complete changes prior to final reimbursement. HRA is also committed to making any changes required by the Keeper, for no additional fee.
§ Urban Development Update – O’Leary read from comments provided by Meredith Richards:
o 1508 Lewis Blvd. – RFP will be reissued shortly. It will include a higher minimum bid due to the size of the lot and the completion period for the proposal and for the move will be longer than in the previous RFP.
o Historic Relocates – These are the Cameo Homes moves. They will be offered via the RFP process this winter/spring. The plan is to offer the homes “as is” except that the City will put steps on the stone bungalow.
o 28 Conklin – Title work is done and can be sold when the contract work is completed.
o 1614 and 1610 Lewis Blvd. – Easter Seals has requested these two properties; Council is expected to act on the request on Feb. 1. Historic covenants will be attached to these properties.
o Almonte Nursing Home Site – Urban Development is planning a neighborhood meeting in the next month or two to discuss disposition options.
o Central Park Historic Homes – The disposition of Silverman’s former house and the duplex on 4th Ave. S. is still uncertain; that phase of the Crops project is out for bids now.
§ 118 N. 3rd St. Nomination – The nomination is due in Bismarck by Jan. 15. The Review Board meeting will be Jan. 30.
§ The following items were passed around for review: thank you note from Fred Schneider, Christmas card from JLG, Ltd., PND thank you note, pictures of the commemorative plaques in situ.
§ Campbell House – The SMA is being finalized and a construction timeline meeting is coming up.
§ SHSND – It was noted that grant material is to go through Mary Kate Ryan for the time being and that our 2003 contract should be in the mail shortly.

Other Business
§ Deteriorating Cemeteries – Gunderson noted that Rolf Ottum has observed many small rural cemeteries deteriorating and thought it might be a PND issue. Gunderson will pass it on.
§ Grand Forks Fairgrounds – Jelliff said the original deed to the county is believed to stipulate that the land can’t be sold. Lee said that land can only be tied up for a certain period of time (Public Trust Doctrine) and it may be that the time has expired.
§ Williams Pipe Line Building – Lee said that the Pipeline building on Gateway is deserving of preservation; members agreed.
Motion: that a letter be written to the owners of the building commending its condition and style, and urging its continued preservation. (Iseminger, Lee)
