to approve the minutes of January 13, 2004 as distributed. (Jelliff, Lee)

Grand Forks County Fairgrounds
– Gordon Iseminger
In a follow-up to discussion on Jan. 13, Iseminger reported that County Commissioner Gary Malm told him state law stipulates that if the land is not used as fairgrounds for two years it can be sold, and County Commissioner Connie Triplett said the County is still checking on the status and they won’t do anything until the legalities are clear. Iseminger suggested that, at a minimum, the stone archway and the building should be saved.

Friends of Preservation – Ted Jelliff reported that the group is holding election of officers. O’Leary said she had been contacted by a UND student who is interested in starting a campus preservation group.

§
112-120 N. 3rd Street – Originally housing the Grand Forks Mercantile Company, the current owners wish to nominate the building to the National Register and O’Leary has written the nomination. The Commission needs to go on record supporting the nomination, if that is the will of the Commissioners.

to confirm that the Grand Forks Historic Preservation Commission supports the nomination of the Grand Forks Mercantile Company Building 1898 to the National Register of Historic Places. (Jelliff, Lee)

2004 Meeting Schedule – distributed to those who had not previously received it.
§
Near Southside Historic District Nomination – Mary Kate Ryan will be reviewing it the first week in February and, pending completion of any necessary changes, the nomination will be forwarded to the Keeper. When the SHPO (Ryan, et.al.) has approved the nomination, final payment can be made to Historic Research Associates for the writing contract. HRA is contractually committed to make any changes required by the Keeper, unless the Keeper would say that the district is not viable.

Campbell House Update – The Corps of Engineers is claiming budget restraints and reducing some of the items in the SMA, such as the extent of the sprinkler system replacement and sidewalk installation. Myron Denbrook, architect for the County Historical Society, has asked the COE to review the Campbell House placement; he says it is too far south and will be partially obscured by the Myra Museum building. The Corps has taken the drawing under review.

FY2003 State Grant – The contract has arrived and will be signed by the Mayor and returned to Bismarck on Friday, Jan. 30, 2004. Reimbursement requests will be submitted by the end of February.

Almonte Nursing Home Replat – Meredith Richards has said there will be a neighborhood meeting on Wednesday, Feb. 11 at 7:00 p.m. in Phoenix School to discuss the replatting possibilities for the block that housed Almonte Nursing Home. Commissioners are invited to attend.

St. Michael’s Hospital and Nurses’ Residence (813 Lewis Boulevard) – The SMA is almost complete; the corps has asked to change section A.10 to delete the words “utility relocation” and O’Leary has submitted non-substantive questions on sections A.6 and B.2.
Motion:
to authorize the Chair to sign the Standard Mitigation Agreement for St. Michael’s Hospital and Nurses’ Residence, in accord with her judgment with regard to its acceptability within the context of the Commission guidelines and discussions. (Lee, Jelliff)

Trolley Car Token – Slater displayed an original Grand Forks trolley car token that Ottum is donating to Special Collections at the Chester Fritz Library.
