MINUTES
Grand Forks Civil Service Commission
September 9, 2004
The Grand Forks Civil Service Commission was called to order at 3:35PM by
Vice-Chairperson Nies. Commissioners Bredemeier, MacGregor, Nies and Kvasager
present. Commissioner Johnson absent.
APPROVAL OF MINUTES
It was moved by Kvasager and seconded by Bredemeier to approve the August 12,
2004 regular meeting minutes as presented. All approve, motion carried.
CHANGES/ADDITIONS TO AGENDA
1) There are no changes or additions to the agenda.
REEMPLOYMENT REGISTER
Bruce Hanson – City Electrician
It was moved by Kvasager and seconded by MacGregor to approve Bruce Hanson’s
request to be placed on the reemployment register for City Electrician for a
one year period. All approve, motion carried.
REASSIGNMENT REGISTER
Buildings and Grounds Worker, Senior – PD
It was moved by Bredemeier and seconded by MacGregor to approve the
reassignment register at 87.75% as follows:
Douglas Barclay
All approve, motion carried.
Office Specialist
It was moved by Bredemeier and seconded by Kvasager to approve the reassignment
register at 87.50% as follows:
Rebecca Johnson
Lisa Berhow
Diana Carlson
All approve, motion carried.
Communications Specialist
It was moved by MacGregor and seconded by Bredemeier as follows:
Melissa Ryder
All approve, motion carried.
ELIGIBILITY REGISTER
Human Resources Director
It was moved by Kvasager and seconded by MacGregor to establish the eligibility
register at 78.78% as follows:
Dwight Vigness
Terry Pickett
Les Johnson
All approve, motion carried. Mr. Hovland reported the next step in the process
is for a psychological evaluation to be conducted and a meeting scheduled
between the top candidate and the Mayor and Administrative Coordinator.
COMMENTS/CONCERNS – ED GROSSBAUER, EMPLOYEE
Mr. Grossbauer requested the Commission recommend to City Council to pursue
benefit negotiations and meet with City Council once per year as the Code
states. Interim HR Director, Hovland reported he will remind Council members
during Council/Mayor working sessions that they were going to discuss
negotiation of benefits, or employee reps can come to HR, as RaeAnn is the
Compensation and Benefits Administrator and we will review those items. Mr.
Hovland stated section 4 containing the language Mr. Grossbauer is referring
to, has been reserved and is being reviewed by the City Attorney.
Mr. Grossbauer also stated he was objecting to the selection criteria for the
Fire Department and was not informed of any changes. Ms. Wilkie stated she
called him on this issue, which Mr. Grossbauer stated he did not recall.
It was moved by Kvasager and seconded by Bredemeier to reconsider and remove
the section on page 3 and 4 of the August minutes pertaining to the Fire
Department selection criteria and place it on the next agenda. All in favor,
motion carried.
ADJOURNMENT
It was moved by MacGregor and seconded by Bredemeier to adjourn the September
9, 2004 meeting. All approved, motion carried. The meeting was adjourned by the
Chairperson at approximately 4:05PM.
