PROCEEDINGS OF THE CITY COUNCIL
OF THE CITY OF GRAND FORKS, NORTH DAKOTA
May 27, 2003

The city council of the city of Grand Forks, North Dakota met in special session in the council chambers in City Hall on Monday, May 27, 2003 following the committee of the whole meeting and city council meeting (at the hour of 7:00 o’clock p.m.) with Mayor Brown. Present at roll call were Council Members Hamerlik, Glassheim, Gershman, Christensen, Kerian, Kreun - 6; absent: Council Member Brooks - 1.

Mayor Brown announced that anyone wishing to speak to any item may do so by being recognized prior to a vote being taken on the matter, and that the meeting is being televised.

Mr. Warcup stated that the action item for the special city council meeting was suggested when the matter came up at the special city council meeting before the committee of the whole that matter be delayed until after the committee of the whole as it was going to be discussed during the committee of the whole.

It was moved by Council Member Gershman that we convene a city council meeting; Council Member Kreun seconded the motion. Carried 5 votes affirmative; 1 negative vote. Council Member Hamerlik voted against the motion. It was noted that you need unanimous approval so it was denied.

It was moved by Council Member Glassheim to reconsider the action; Council Member Hamerlik seconded the motion. Carried 6 votes affirmative.

The motion to call a council meeting is before the council. Carried 6 votes affirmative.

RECEIVE TABULATION OF BIDS, ESTIMATE OF TOTAL
The city auditor presented and read tabulation of bids which had been received and opened on may 23, 2003 for Sewer Project No. 5444, District No. 415, sanitary sewer to serve 2700 and 2800 blocks of 36th Avenue South, indicating that United Crane and Excavation, Inc. was the low bidder based upon their bid in the amount of $47,830.10: Document No. 8297 - Tabulation of Bids.

The city engineer's estimate of total cost on Sewer Project No. 5444, District No. 415, in the amount of
$60,744.10, was presented and read.

The staff report from the engineering department relating to bids for Project No. 5444, District No. 415, sanitary sewer to serve 2700 and 2800 blocks of 36th Avenue South, with recommendation to reject bids received on May 5, 2003 and award contract to United Crane and Excavation, Inc. in the amount of $47,830.10.

It was moved by Council Member Kreun and seconded by Council Member Gershman that this recommendation be approved. Carried 6 votes affirmative.

Council Member Kreun introduced the following resolution which was presented and read: Document No. 8298 - Resolution.

It was moved by Council Member Kreun and seconded by Council Member Gershman that this resolution awarding the contract for Sewer Project No. 5444, District No. 415, to United Crane and Excavation, Inc. be adopted. Upon roll call the following voted "aye": Council Members Hamerlik, Glassheim, Gershman, Christensen, Kerian, Kreun - 6; voting "nay": none. Mayor Brown declared the resolution adopted and the contract awarded.

It was moved by Council Member Gershman and seconded by Council Member Kerian to adjourn. Carried 6 votes affirmative.
