MINUTES/COMMITTEE OF THE WHOLE
Monday, July 7, 2007 - 7:00 p.m.___________

The city council met as the Committee of the Whole on Monday, July 7, 2003 in the council chambers in City Hall with Mayor Brown presiding. Present at roll call were Council Members Brooks, Hamerlik, Gershman, Christensen, Kreun - 5; absent: Council Members Glassheim, Kerian -2.

Mayor Brown announced that when addressing the committee to please come forward to use the microphone, give your name and address for the record, and advised the meeting is being televised live and taped for later broadcast.

The 319th Mission Support Group Squadron led the city council in the pledge of allegiance to the flag. Mayor Brown thanked the group for all they do for our community.

COMMITTEE OF THE WHOLE DISCUSSION ITEMS

2.1 Civic Auditorium lease.
Hamerlik asked as they drafted this if they reviewed the current contract with the Grand Forks Public School System and if any changes if we renegotiate that contract with so not to jeopardize the School System or the County because spaces are needed. Rick Duquette, administrative coordinator, stated he had discussions with the principal of Central High as they began to get into this process and shared with them the intent of the County to lease the north parking lot, 30-31 spaces and as used when the Civic was functioning, chain that off and use that space for parking with the facility, and School System good with that. Hamerlik asked if that took into consideration the cleaning, snow removal, etc. and noted that the running rate is about $3.50 per sq.ft. and if that is the running rate for 60 parking spots. Mr. Duquette stated they were taking the payment for this facility from the same pocket and wanted to minimize the cost to the County as well as cover our costs and by utilizing $3.50 sq.ft. with parking, have done that.

2.2 Matter of final plat for North Pines Resubdivision (located in 4800 block of Cherry
Street._________________________________________________________________
Dennis Potter, city planner, thanked the neighbors and Kevin Pierce, developer, and Council Member Christensen for their patience and dedication to getting this plat and the issues resolved and before us this evening. Christensen asked if we approve the plat, when does the building get torn down (Christian School). Mr. Potter stated once we get through setting up the assessment district, we need to get into the new right of way and to do that the building has to come down.

It was moved by Council Member Gershman and seconded by Council Member Kreun that we adjourn. Carried 5 votes affirmative.
