MINUTES
Grand Forks Civil Service Commission
December 9, 2004
The Grand Forks Civil Service Commission was called to order at 3:40PM by
Chairperson Johnson. Commissioners Nies, MacGregor, Bredemeier and Kvasager
present. None absent.
APPROVAL OF MINUTES
It was moved by Nies and seconded by MacGregor to approve the November 18, 2004
regular meeting minutes as amended. All approve, motion carried.
CHANGES/ADDITIONS TO AGENDA
It was moved by Nies and seconded Kvasager to approve the changes/additions to
the agenda as follows:
Changes: change Community Service Officer from an Eligibility Register to a
Reassignment Register.
Additions:
1) Reemployment Register – Firefighter – request by employee to be placed on
reemployment register.
2) Request from employee to have benefits reinstated per City Code 6-0514 as he
has returned to employment with the City of Grand Forks within the one year
time frame.
3) Schedule appeal of disciplinary action hearing.
All approve, motion carried.
REASSIGNMENT REGISTER
Wastewater/Stormwater Superintendent
It was moved by Kvasager and seconded by MacGregor to approve the reassignment
register for the position of Wastewater/Stormwater Superintendent at 99.0% as
follows:
David Kresel
All approve, motion carried.
Community Service Officer
It was moved by MacGregor and seconded by Bredemeier to approve the
reassignment register for the position of Community Service Officer at 95.0% as
follows:
Colleen Eklie
All approve, motion carried.
ELIGIBILITY REGISTER
911 Dispatcher
It was moved by Kvasager and seconded by Nies to approve the eligibility
register at 83.00% for the position of 911 Dispatcher as follows:
Jaime Riley
Jason Jesclard
Dennis Loff
Alyssa Nies
Deborah Nobliski
All approve, motion carried.
Re-employment Register Request
Firefighter Michael Rau
It was moved by MacGregor and seconded by Bredemeier to approve the request of
firefighter Michael Rau to be placed on the re-employment register for a period
of one year.
All approve, motion carried.
Request by Employee for Benefit Reinstatement
Police Officer, David O’Toole
It was moved by Kvasager and seconded by Nies to reinstate benefits and
accruals per City Code 6-0514 as the employee has returned to work with the
City within a one year period of time. Discussion held. Seniority rights would
however, begin per City Code with the new date of reemployment. All approve,
motion carried.
Schedule Appeal of Disciplinary Hearing
Employee Tim Bach
It was moved by Nies and seconded by MacGregor to have HR staff check with
Howard Swanson’s schedule and then telephone commissioners to obtain their
schedules and then notify all parties by mail. All approve, motion carried.
ADJOURNMENT
It was moved by MacGregor and seconded by Nies to adjourn the December 9, 2004
meeting. All approved, motion carried. The meeting was adjourned by the
Chairperson at approximately 3:55PM.
