Grand Forks Civil Service Commission
January 13, 2005
The Grand Forks Civil Service Commission was called to order at 3:30PM by
Chairperson Johnson. Commissioners Nies, MacGregor, Bredemeier and Kvasager
present. None absent.

APPROVAL OF MINUTES
It was moved by Kvasager and seconded by Nies to approve the December 9, 2004
regular meeting minutes as presented. All approve, motion carried.

CHANGES/ADDITIONS TO AGENDA
It was moved by Nies and seconded MacGregor to approve the changes/additions to
the agenda as follows:
1) Request to advertise Industrial Pretreatment Specialist externally.
2) Information Only – Firefighter Grossbauer.
All approve, motion carried.

REASSIGNMENT REGISTER
Planner, Senior
It was moved by Nies and seconded by MacGregor to approve the reassignment
register for the position of Planner, Senior at 100.0% as follows:
Brad Gengler
All approve, motion carried.

Information – Fire Department
Fire Chief, Peter O’Neill presented to the Commission, the Fire Department’s
appreciation to Battalion Chief Vincent Liddy who will be retiring from the
City of Grand Forks after 31 years of service and to Captain Bob Karel with 35
years of service who will be retiring.

Firefighter, Senior
It was moved by Bredemeier and seconded by Nies to approve the reassignment
register for the position of Firefighter, Senior at 47.914% as follows:

All approve, motion carried.





Fire Captain
It was moved by Kvasager and seconded by MacGregor to approve the reassignment
register for the position of Fire Captain at 64.526% as follows:
Dennis Strom
Thomas Sand
Douglas Stern

Orlin Anderson
Kelli Flermoen
Tana Ostlie
All approve, motion carried.

ELIGIBILITY REGISTER
Community Development Specialist
It was moved by MacGregor and seconded by Bredemeier to approve the eligibility
register at 85.00% for the position of Community Development Specialist as
follows:
Denise Hendrickson
Constance Mangan
Robert Lattergrass
Dennis Dame
All approve, motion carried.

Information – Withdrawal of Appeal
Of Disciplinary Action, Tim Bach.
HR Staff reported to the Commission that the employee has withdrawn his appeal
of disciplinary action. It was moved by Kavasager and seconded by Nies to
receive and file. All approve, motion carried.

Selection Criteria Change
Industrial Pretreatment Specialist
It was moved by MacGregor and seconded by Kvasager to advertise the position of
Industrial Pretreatment Specialist both internally and externally at the same
time and if there are no qualified internal candidates for a reassignment
register to consider the external candidates on an eligibility register.
Discussion held. All approve, motion carried.






INFORMATION – Firefighter, Grossbauer
Firefighter Grossbauer announced that his tenure as the Union President is
complete and Darren Schimke will replace him as Union President and at the
meetings of the Civil Service Commission. He thanked the Commission for
allowing him and the Union to express their opinions.

ADJOURNMENT
It was moved by Kvasager and seconded by Bredemeir to adjourn the January
13,2005 meeting. All approved, motion carried. The meeting was adjourned by the
Chairperson at approximately 3:58PM.
