SPECIAL PLANNING AND ZONING
COMMISSION MEETING MINUTES
City of Grand Forks, North Dakota
September 15, 2004


MEMBERS PRESENT

The meeting was called to order by President Gary Malm with the following members present: John Drees, Al Grasser, Tom Hagness, Dr. Lyle Hall, Bill Hutchison, John Jeno, Dorette Kerian, Curt Kreun, Dr. Robert Kweit, Paula Lee, and Sheryl Smith. Absent: Mayor (Dr.) Michael Brown, Frank Matejcek and Marijo Whitcomb. A quorum was present.

Staff present included Dennis Potter, City Planner; and Carolyn Schalk, Administrative Specialist, Senior.

2. COMMUNICATIONS AND PRELIMINARY APPROVALS:

2-1. MATTER OF THE REQUEST FROM TIM CRARY, ON BEHALF OF CRARY DEVELOPMENT, FOR PRELIMINARY APPROVAL OF AN ORDINANCE TO AMEND THE ZONING MAP TO REZONE AND EXCLUDE FROM THE SOUTHBROOK PUD (PLANNED UNIT DEVELOPMENT), CONCEPT DEVELOPMENT PLAN AND TO INCLUDE WITH THE SOUTHBROOK PUD (PLANNED UNIT DEVELOPMENT), CONCEPT DEVELOPMENT PLAN, AMENDMENT NO. 1, LOT 2, BLOCK 1, CURRAN’S 3RD RESUBDIVISION, LOCATED IN THE 4600 BLOCK OF SOUTH WASHINGTON STREET.

Potter thanked the members for coming to the special meeting. Potter reviewed the rezoning request, explaining that Mr. Crary wanted to start building on the property yet this year and had to rezone it before starting. By having a special Planning and Zoning Commission meeting, he could possibly have final approval of the request by October 18, 2004 which allows him time to get in the ground before it freezes. The plans are for three apartment structures and the rezoning would be for multiple family uses.

Dr. Kweit asked how the plan affects the overall density on the whole planned unit development.

Potter answered he did not know, but would have the information at the October 6, 2004, Planning and Zoning Commission meeting if preliminary approval was granted this date.

Mr. Tim Crary, developer, thanked the commission members for having a special meeting on his request. He stated he planned to construct three senior housing buildings with 54 to 57 units in each building. One building was planned to be constructed this year, one in 2005 and the final one in 2006.

MOTION BY DR. KWEIT AND SECOND BY KREUN TO GRANT PRELIMINARY APPROVAL TO THE REZONING REQUEST. MOTION CARRIED UNANIMOUSLY.

5. ADJOURNMENT.

MOTION BY DREES AND SECOND BY DR. KWEIT TO ADJOURN THE MEETING AT 7:04 P.M. MOTION CARRIED UNANIMOUSLY.
