Minutes/Growth Fund Authority (JDA)
Monday, June 6, 2005 - 7:00 p.m.______
The city council of the City of Grand Forks sitting as the Growth Fund Authority met in the council chambers in City Hall on Monday, June 6, 2005 at the hour of 7:00 p.m. with Chairman Gershman presiding. Present at roll call were Council Members Hamerlik, Glassheim, Christensen, Kerian, Kreun, Gershman - 6; absent: Council Member Brooks, Mayor Brown - 2.
AUTHORIZE BIDDING OF CIRRUS EXPANISION PROJECT
The staff report from the Office of Urban Development relating to the Cirrus expansion project, with recommendation to authorize bidding of the construction packages listed below (site work, parking lot improvements, structural steel and HVAC units).
Keith Lund, Deputy Director of Urban Development, reported that on May 9, 2005 the Jobs Development Authority approved an expansion to the Cirrus facility, approved a financing package of $9 million and authorized staff to procure and award architectural services, to develop plans and specifications and cost estimates for the project. On May 17 they had architect interviews and Schoen & Associates were selected as the architect for the project, and in the last two weeks Cirrus management team, Schoen & Associates and City staff of various departments have worked very hard, and placed on council members desks is a cost estimate of the project consistent with the budget setting footprint and basic building layout to allow them to bid the site work, parking lot improvements and those are elements of the project that need to occur right away, the basic footprint of the building will also allow them to bid structural steel and to bid the HVAC for the project , and asking authorization to bid those elements.
It was moved by Council Member Christensen and seconded by Council Member Kerian that this recommendation be approved. Carried 6 votes affirmative.

It was moved by Council Member Glassheim and seconded by Council Member Kreun that we adjourn. Carried 6 votes affirmative.
