Meeting Minutes
April 11, 2006

City Hall

Present: Marsha Gunderson, Chair, Gordon Iseminger, Ted Jelliff, Melinda Leach, Rolf Ottum,
Dale Sickels, Sandy Slater

Motion: to approve the minutes of the March 14, 2006 meeting as presented. (Slater, Iseminger)
Motion carries.

PUBLIC HEARING on the matter of amending the Grand Forks Near Southside Historic District to include the house at 1216 Belmont Road as a contributing feature.
The Chairperson declared the Public Hearing open and requested comments pertaining to the question. No comments were given. The Public Hearing was declared closed.
Discussion: The house was somehow overlooked in all previous surveys; this was discovered during research for the District brochure.
Motion: to amend the Grand Forks Near Southside Historic District to include the house at 1216 Belmont Road (lot 5 of block 2 of the Lutheran Bible School Addition) as a contributing feature. (Jelliff, Iseminger)
Motion carries unanimously.

Chair Report – Marsha Gunderson
  FY06 CLG Budget – Gunderson reported that the CLG budget ($34,946) had been approved by the State as presented, including partial support of health insurance costs for the Coordinator position.
  FY07 City Budget – Gunderson presented the proposed budget (see attached), which is based on actual expenses of FY05 and the FY06 CLG funding level. A $.50/hour increase is included for the Coordinator position. If funded, that would go into effect Jan. 1, 2007. Gunderson noted that City funds are used primarily for Coordinator salary and for limited operational expenses that the CLG grant can’t be used for.
Motion: to approve the City budget request of $27,095 as presented. (Iseminger, Jelliff)
Motion carries unanimously.
  HPC Appointments – Commissioners Ottum, Jelliff, and Gunderson have been reappointed, along with new commissioners Gerad Paul (attorney) and Cory Lien (member-at-large). These appointments are for one year, completing terms that would normally have begun in 2005. Gunderson noted that it is time to review terms that are expiring in 2006. She asked if current members wish to continue serving. Iseminger, Leach, Sickels and Slater would like to continue on the Commission. Flemmer will be contacted. Polovitz is unable to continue as a commissioner because he is no longer a city resident. Gunderson said that the names of those interested in continuing will be forwarded to the Mayor’s office for consideration.




Coordinator Report – Peg O’Leary
  City Hall Satellite Dish – The State Historic Preservation Office concurred with HPC’s motion to place the dish on the new portion of the building, as much out of sight as possible and where it would not damage the old building if it should be blown over.
  Riverside Nomination – The contract has been approved by the City Attorney’s office and has been sent to the consultant for signatures.
  Granitoid Street Repair – Discussions about Granitoid have been shelved until the 2006 flood fight is over.
  Annual CLG Meeting – O’Leary reported that Walt Bailey has asked for suggestions for an autumn date for the state conference. He’s thinking late September or early October. He also wants to know if Friday or Saturday is better. The conference will be in Bismarck this year. Members were unanimous that, if the conference has to be in Bismarck, Saturday is preferable because of travel time and time away from work. There were conflicts with several weekends in September and October, including three other history conferences, but September 30 appeared to be the best for now. Most members have more conflicts in the fall than in the spring.

Other Business
  Gunderson said that Garry Pearson (75 4th Ave. S.) had called her to thank the Commission for help during the flood wall debates. She reported that he had promised to reinstall windows in the front of his house (to reproduce the original appearance of the house) and that this has been completed. Gunderson has driven by the house and said it looks very nice; she recommended that others also take a look. She expressed the gratitude of the Commission to Mr. Pearson for following through with these positive changes.
  Friends of Preservation is planning to pursue the matter of a monument to Grand Forks historic hospitals.
  General discussion about Riverside Pool and Bathhouse.
