Minutes of the Grand Forks City Council/Committee of the Whole

The city council met as the Committee of the Whole on Monday, June 19, 2006 at 7:00 p.m. in the council chambers in City Hall with Mayor Brown presiding. Present at roll call were: Council Members Brooks, Hamerlik, Glassheim, Gershman, Kerian, Kreun - 6; absent: Council Member Christensen - 1.
Mayor Brown announced that when addressing the committee to please come forward to use the microphone for the record, and advised that the meeting is being televised live and taped for later broadcast.

Consideration of bid for Project No. 4648.8, Water System Improvements: Bid
Package 3 - Broadband Backbone Interconnect and Wireless Mobile Data System.
The staff report from the Information Systems department relating to consideration of bid for City
Project No. 4648.8 Water System Improvements; Bid Package 3 - Broadband Backbone Inter-
connect and Wireless Mobile Data System, with recommendation to find that the submission of
the MBE/WBE statement was included in the bid submission along with the electrical sub-
contractor license or certificate of renewal and to further find that the failure to include such items
within the bid bond envelope was a minor irregularity, did not result in a competitive advantage
or disadvantage and therefore waive such minor irregularity.
COUNCIL MEMBER CHRISTENSEN REPORTED PRESENT
Roxanne Fiala, IS director, asked that they be able to open the bid they received on June 8, there
was a minor irregularity that was supposed to include a certificate along with the bid in the bid
bond enveloped and was not included, and because there was only one bid and in talking with the
city attorney and the ND Department of Health because we are using State Revolving Loan Funds
and it was their requirement and the ND Department of Health is fine as long as city council
approves it.
Council Member Hamerlik stated generally we do on committee of the whole where we have a
week lapse so if there are any concerns; but poor practice to violate our own guidelines.

It was moved by Council Member Gershman and seconded by Council Member Brooks that we
adjourn. Carried 7 votes affirmative.
