Grand Forks Civil Service Commission
June 8, 2006
Chairperson MacGregor called the Grand Forks Civil Service Commission to order at 3:32PM. Commissioners MacGregor, Nies, Bredemeier, Johnson and Burlog present.
APPROVAL OF MINUTES
It was moved by Nies and seconded by Johnson to approve the May 11, 2006 minutes as presented. All approve, motion carried.

CHANGES/ADDITIONS
HR Director Hovland presented there are no requested changes/additions to the agenda.
ELIGIBILITY REGISTER
Real Estate Appraiser
It was moved by Bredemeier and seconded by Burlog to approve the eligibility register at 91.25% for the position of Real Estate Appraiser as follows:
Paul Houdek
Lori Machovsky
Darin Johnson
All approve, motion carried.

REASSIGNMENT REGISTER
Equipment Operator, Lead – Street Division
It was moved by Burlog and seconded by Nies to approve the reassignment register at 90.00% for the position of Equipment Operator, Lead - Streets as follows:
David Aarvig
Michael Morrow
All approve, motion carried.

REEMPLOYMENT REGISTER
POLICE OFFICER – MARK NICKEL
It was moved by Johnson and seconded by Bredemeier to approve the request of Mark Nickel to be placed on the reemployment register for Police Officer. All approve, motion carried.
REJECTION OF APPLICATION
APPEAL PER 06-0504 City Code
Harry Feilen
Discussion held regarding HR Director Hovland’s rejection of the application of Mr. Feilen based on 06-0503 and mitigating factors regarding Mr. Feilen’s re-employability. Discussion held.
It was moved by Nies and seconded by Burlog that Harry Feilen be reinstated as an applicant and his application be reviewed based on qualifications and that he was not removed for cause and did not resign from his position. Commissioners Nies, Burlog, and Johnson voted in the affirmative. Commissioners Johnson and Bredemeier opposed. Motion carries.
ELIGIBILITY REGISTER
Wastewater Treatment Plant Operator
Mr. Hovland requested removal of this item based on Commission action. Chairperson MacGregor removed the item.
ADJOURNMENT
It was moved by Bredemeier and seconded by Burlog to adjourn the June 8, 2006 regular meeting. All approve, motion carried. The meeting was adjourned at 3:56PM.
