Minutes of the Grand Forks City Council/Growth
Fund Authority (JDA) - Monday, September 18, 2006 - 7:00 p.m.

The city council of the city of Grand Forks sitting as the Growth Fund Authority met in the council chambers in City Hall on Monday, September 18, 2006 at the hour of 7:00 p.m. with President Gershman presiding. Present at roll call were Council Members Brooks, McNamara, Glassheim, Christensen (teleconference), Kreun, Mayor Brown, Gershman - 7; absent: Council Member Bakken - 1.

ELECT JDA OFFICERS

The staff report from the urban development director relating to election of JDA officers with recommendation to elect JDA officers.

Chairperson Gershman stated that City Code 24-0106 stipulates that the JDA is to annually elect a chairperson, vice chairperson and secretary/treasurer from among the directors which is the city council.

Council Member Kreun nominated Council Member Gershman for chairperson of the JDA, seconded by Council Member Glassheim. There were no further nominations and upon call for the question and upon voice vote the motion carried 6 votes affirmative.

Council Member Glassheim nominated Council Member Brooks for vice chair of the JDA, seconded by Council Member Kreun. There were no further nominations and upon call for the question and upon voice vote the motion carried 6 votes affirmative.

Council Member Brooks nominated Council Member Glassheim for secretary/treasurer of the JDA, seconded by Mayor Brown. There were no further nominations and upon call for the question and upon voice vote the motion carried 6 votes affirmative.

APPROVE GRANT TO UNIVERSITY OF NORTH
DAKOTA RESEARCH FOUNDATION FOR RESEARCH
ENTERPRISE AND COMMERCIALIZATION CAMPUS,
CONTINGENT UPON CONDITIONS

The staff report from the urban development director relating to Research Enterprise and Commercialization (REAC) campus, with recommendation that the JDA provide a $500,000 grant to the University of North Dakota Research Foundation for the Research Enterprise and Commercialization campus, contingent upon the release of the $3.5 million award from the North Dakota Centers of Excellence.

Council Member Christensen moved the recommendation, seconded by Mayor Brown. Upon call for the question and upon roll call vote, the following voted "aye": Council Members Brooks, McNamara, Glassheim, Mayor Brown, Christensen, Kreun, Gershman - 7; voting "nay": none. Chairperson Gershman declared the motion carried.

ADJOURN

It was moved by Council member Brooks and seconded by Mayor Brown that we adjourn. Carried 7 votes affirmative.
