MINUTES
Grand Forks Civil Service Commission
August 10, 2006
Chairperson MacGregor called the Grand Forks Civil Service Commission to order at 3:34PM. Commissioners MacGregor, Nies, Johnson and Burlog present. Commissioner Bredemeier absent.
APPROVAL OF MINUTES
It was moved by Nies and seconded by Burlog to approve the July 13, 2006 minutes as presented. All approve, motion carried.
CHANGES/ADDITIONS
HR Director Hovland presented the following addition to the agenda:
1) Extension of Reassignment Register – HR Technician at the end of the agenda.
 
The Chairperson approved the addition to the agenda.
ELIGIBILITY REGISTER
911 Dispatcher
It was moved by Burlog and seconded by Nies to approve the eligibility register at 81.00% for the 911 Dispatcher position as follows: Jessica Neff
Jennifer Steinke
Teresa Mayer-Handeland
Michol Anderson-Lunski
Kayla Kronschnabel
Cassandra Chappuis
Discussion held. Mr. Morken reported to the Commission that over the last five years hiring and getting qualified people in the 911 Dispatch position has really been a struggle. He stated under the direction of Mr. Hovland with his staff over the last five years, PSAP has been able to improve the hiring process, testing, etc., so that a list of eight people can be created wherein any one of them can meet the needs of the Dispatch Center. Commissioner Johnson stated he appreciated the comments as this has been a tough area to recruit in. All approve, motion carried.




REASSIGNMENT REGISTER
HR Generalist
It was moved by Johnson and seconded by Nies to establish the reassignment register for the HR Generalist at 66.00% as follows:

All approve, motion carried.

Wastewater/Stormwater Service Worker, Lead
It was moved by Nies and seconded by Burlog to approve the reassignment register at 81.00% for the position of Wastewater Stormwater Service Worker, Lead as follows:

Travis Wesley
Dennis Gunderson
Thomas Helle
All approve, motion carried.

EXTENSION OF REASSIGNMENT REGISTER
HR Technician
It was moved by Burlog and seconded by Johnson to extend the reassignment register for the HR Technician position to October 14, 2006 to allow for HR restructuring. All approve, motion carried.

ADJOURNMENT
It was moved by Burlog and seconded by Nies to adjourn the August 10, 2006 regular meeting. All approve, motion carried. The meeting was adjourned at 3:45PM.
