MINUTES
Grand Forks Civil Service Commission
September 14, 2006
Commissioner Johnson acted as Chairperson and called the Grand Forks Civil Service Commission to order at 3:31PM. Commissioners Bredemeier, Johnson and Burlog present. Commissioners MacGregor and Nies absent.
APPROVAL OF MINUTES
It was moved by Burlog and seconded by Bredemeier to approve the August 10, 2006 regular minutes as presented. All approve, motion carried.
CHANGES/ADDITIONS
HR Director Hovland presented the following addition to the agenda:
1) Extension of probation for Jason Hensrud, Equipment Operator.
2) Move Request per 6-0513 Reassignment Examination to second item on agenda.  
It was moved by Bredemeier and seconded by Burlog to approve the changes and additions to the agenda as presented. All approve, motion carried.
SELECTION CRITERIA
Administrative Services Manager – Urban Development
UD Dept. Interview – 75 points
HR Dept. Interview – 25 points

Community Development Manager – Urban Development
UD Dept. Interview – 75 points
HR Dept. Interview – 25 points
It was moved by Bredemeier and seconded by Burlog to approve selection criteria for both new positions approved by City Council at 75% Dept. Interview and 25% HR Dept. Interview. All approve, motion carried. Discussion held regarding concern for employees. Chairperson Johnson requested input from the Employee Representatives. Darren Schimke stated employee representatives requested the employees be retained if at all possible. Commissioner Burlog stated employees may request placement on a reemployment register.
REQUEST PER 6-0513 (1) REASSIGNMENT EXAMINATION
Community Development Manager
Urban Development Director, Gregory Hoover, requested the Community Development Manager be advertised internally to eligible City of Grand Forks Urban Development employees only and the Administrative Services Manager position to be advertised city-wide to all eligible City of Grand Forks employees.

It was moved by Burlog and seconded by Bredemeier to advertise the CD Manager position internally to Urban Development eligible City employees only and to advertise the Administrative Services Manager position city-wide to all eligible City employees. All approve, motion carried.
ELIGIBILITY REGISTER
Civil Engineer
It was moved by Burlog and seconded by Bredemeier to add one name from the applicant list to the existing register which was approved at 90.00% as follows: All approve, motion carried.

Civil Engineer, Senior
It was moved by Bredemeier and seconded by Burlog to establish the eligibility register for Civil Engineer, Senior at 85.00% as follows:

All approve, motion carried.
Civil Engineer, Principal (Traffic Engineer)
It was moved by Burlog and seconded by Bredemeier to establish the eligibility register for Civil Engineer, Principal at 80.00% as follows:

All approve, motion carried.
Office Specialist, Senior (Fire)
It was moved by Bredemeier and seconded by Johnson to approve the eligibility register for Office Specialist, Senior (Fire) at 73.00% as follows:

All approve, motion carried.


REASSIGNMENT REGISTER
Fire Apparatus Specialist
It was moved by Burlog and seconded by Bredemeier to establish the reassignment register for the Fire Apparatus Specialist at 51.2560% as follows:

WRITTEN EXAMINATION CUT-OFF
Fleet Maintenance Mechanic (Central Garage)
It was moved by Bredemeier and seconded by Burlog to approve the written examination cut-off at 74.00% or 18.50 points for the position of Fleet Maintenance Mechanic thereby allowing four (4) individuals to move forward to the interview process. All approve, motion carried.

REEMPLOYMENT REGISTER REQUEST
911 Dispatcher – Nicole Brown
It was moved by Johnson and seconded by Burlog to approve the request to place Nicole Brown on the reemployment register for the 911 Dispatcher position for one year. All approve, motion carried.
EXTENSION OF PROBATION
Jason Hensrud – Equipment Operator
It was moved by Bredemeier and seconded by Burlog to approve the request to extend the probationary period for an additional three (3) months to February 1, 2007 to appropriately evaluate Mr. Hensrud’s performance. All approve, motion carried.

ADJOURNMENT
It was moved by Burlog and seconded by Bredemeier to adjourn the September 14, 2006 regular meeting. All approve, motion carried. The meeting was adjourned at approximately 4:15PM.
