Meeting Minutes
November 14, 2006

Motion:
to approve the minutes of the October 24, 2006 meeting. (Vorland, Slater)
Motion carries unanimously.
Red River Valley Community Action
1203 University Avenue, built 1906 – RRVCA is proposing a federally funded loan to remove and replace shingles on entire house, to cover the soffit and fascia on the upper roof (matching lower roof), and to install new gutters to upper roof (also matching lower).
Motion:
to concur with a determination of no adverse effect from the work described for the house at 1203 University Avenue. (Flemmer, Lien)
Motion carries unanimously.
2708 Olive Street, built 1964 – RRVCA is proposing a federally funded loan replace the rear patio door with a vinyl door, and to alleviate mold problems in the house through various interior work.
Motion:
to concur that no historic properties are affected by the work described for the house at 2708 Olive Street. (Slater, Paul)
Motion carries unanimously.
130 Fenton Avenue, built 1924 – RRVCA is proposing a federally funded loan to paint the exterior of the house and replace existing aluminum combination storm windows with wood combination storm windows. Other work was approved for this house at the Oct. 24 meeting, at which time a request to replace existing original windows was denied due to the significance of the existing windows to the style of the house and to the historic district. Various methods of weatherizing the existing windows were also discussed at that meeting. Members noted that historic color palettes are available from paint stores.
Motion:
to concur that no adverse effect will result from painting the house and replacing existing aluminum storms with appropriate wood combination storm windows that allow the detailing of the existing windows to show. (Jelliff, Flemmer)
Motion carries unanimously.
409 North 18th Street, built 1904 – RRVCA proposes a federally funded grant to replace ten windows with wood, double-hung windows of the same size and style as existing, and to replace existing siding with narrow, vinyl siding. The existing siding is not original.
Motion:
to concur that no adverse effect will result from the work described for the house at 409 North 18th Street. (Flemmer, Slater)

ND History Conference Report – The sessions on ND and the Cold War were very interesting. O’Leary skipped the sessions on how to manage artifacts and collections. The banquet/awards presentation on Friday night was very nice.
Riverside Nomination Report – Steve Martens presented the Riverside Nomination to the State Historic Review Board on Oct. 27; it was very well received. No substantive changes were made and there were several comments on the high quality and readability of the nomination. The final details will be completed and the state will forward the nomination on to the National Park Service.
Near Southside Historic District Brochures – Brochures were distributed to the Commission and O’Leary described the various distribution points around Grand Forks. Several positive remarks about the brochure were relayed to Commissioners.
Donor Time Sheets – Commissioners completed donor time sheets for the months of August – October, 2006.
GF Transportation History Artifacts Report – Slater and O’Leary attended the unveiling of the trolley artifacts display on Oct. 30. Slater described the artifacts and noted that it is a very nice display. Iseminger was curious about whether the actual trolley cars were available for viewing.
Alliance Review
Handout – O’Leary distributed copies of the September/October, 2006 issue, which contains several articles about assessment under Section 106.
Social Services Administration Building, 124 North 6th Street, built 1969 – The General Services Administration is disposing of most federally owned SSA buildings. The state has contacted us for an opinion as to whether this building is historic. The state’s opinion is that the property is not historic.

to concur that no historic properties will be affected by disposal of the building at 124 North 6th Street. (Jelliff, Flemmer)
Motion carries unanimously.
GF County Courthouse – O’Leary noted that the ADA proposal for the County Courthouse will be on the agenda for the next meeting. Members should review the earlier discussion and take a close look at the Courthouse.
Lustron House Update – NDSU students are planning to work on the house from about 9:30 am to 4:00 pm on Saturday, November 18. Volunteers are requested for assistance.
Other Business
Norwegian Ice Skates – Lien showed members the 100+ year old ice skates he purchased at a recent auction.

The next regular meeting will be held at 7:00 p.m., Tuesday, Nov. 28, in room A101, City Hall.
