MINUTES
Grand Forks Civil Service Commission
December 14, 2006
Chairperson MacGregor called the Grand Forks Civil Service Commission to order at 3:30PM in City Hall Room A101. Commissioners MacGregor Burlog, Nies, Johnson, Bredemeier present. None absent.
APPROVAL OF MINUTES
It was moved by Bredemeier and seconded by Burlog to approve the November 2, 2006 Special Meeting Minutes as presented. All approve, motion carried.

It was moved by Nies and seconded by Johnson to approved the November 9, 2006 Regular Meeting Minutes as presented. All approve, motion carried.
CHANGES/ADDITIONS
Mr. Hovland, HR Director requested the following changes/additions to the agenda:

1.) Request for placement on Reemployment Register – 911 Dispatcher to be placed first on the agenda.

It was moved by Bredemeier and seconded by Nies to approve the addition to the agenda. All approve, motion carried.
RE-EMPLOYMENT REGISTER REQUEST
911 Dispatcher – Katie Mullen David
A request was received as approved by the Department Head and the Mayor for Katie Mullen David to be placed on the re-employment register for one year, for employee Katie Mullen David who has resigned in good standing.

It was moved by Nies and seconded by Burlog to place Katie Mullen David to be placed on the re-employment register for 911 Dispatcher. All approve, motion carried.
ELIGIBILITY REGISTER
Assistant City Engineer
It was moved by Burlog and seconded by Johnson to establish the eligibility register at 66.00% as follows: All approve, motion carried.
Civil Engineer
It was moved by Bredemeier and seconded by Nies to establish the eligibility register at 90.00% supplementing the list of eligible names as follows: All approve, motion carried.
REASSIGNMENT REGISTER
Water Plant Operator
It was moved by Bredemeier and seconded by Johnson to establish the reassignment register at 81.50% as follows: All approve, motion carried.
NON-ACTION ITEMS AND DISCUSSION
Civil Service Commissioner Signatures on Findings of Fact
In the Appeal of Disiplinary Action – Donna Stumphf
Commissioners all signed the Findings of Fact and HR staff was directed to distribute copies to appropriate individuals.
Reminder of Election of Officers in January, 2007
Mr. Hovland reminded Commissioners that election of officers would be held at the January meeting.
Intent of Commissioner MacGregor for Reappointment
Mr. Hovland requested knowledge of intent for Mayor Brown for reappointment of Commissioner MacGregor to the Grand Forks Civil Service Commission as Commissioner MacGregor’s term expires in February, 2007. Discussion held. Commissioner MacGregor stated he would let Mr. Hovland know in January.
ADJOURNMENT
It was moved by Burlog and seconded by Bredemeier to adjourn the December 14, 2006 regular meeting. All approve, motion carried. The meeting was adjourned at approximately 3:52PM.
