MINUTES
Grand Forks Civil Service Commission
March 11, 2010

Chairman Macgregor called the Grand Forks Civil Service Commission meeting to order at approximately 3:36 PM in the City Hall, Council Chambers.  Commissioners, Bredemeier, and Vanyo were present.
APPROVAL OF MINUTES
It was moved by Commissioner Bredemeier and seconded by Commissioner Vanyo to approve the February 11, 2010 regular meeting minutes.
All approved, motion carried.
CHANGES/ADDITIONS to AGENDA
HR Director Hovland stated that there are two additions to the agenda: the first being a cutoff for the Firefighter Reassignment Register and the second is the Eligibility of Non-Classified Employees applying for a Classified position – Water Plant Operator.

REASSIGNMENT REGISTERS

Firefighter – (Exam cutoff)
HR Director Hovland stated that Chief O’Neill is here today to answer any questions.  Chief O’Neill recommended that the cutoff be at 84%, since there is a large break between the two candidates.  It was moved by Commissioner Vanyo and seconded by Commissioner Bredemeier to approve the cutoff at 84.000%.
All approved, motion carried.
Administrative Specialist, Sr.  -  Health
HR Director Hovland stated that Public Health Director Shields is here today to answer any questions.  Mr. Shields stated that there is currently an opening in Public Health and recommended that the cutoff be at 91%, since there is a break between the third and fourth candidates.  Chairman MacGregor questioned how many names needed to be sent to the Mayor.  Mr. Hovland responded that only one name is forwarded to the Mayor on Reassignment Registers, so three names on the Register would be sufficient.  It was moved by Commissioner Bredemeier and seconded by Commissioner Vanyo to approve the cutoff at 91.000% putting three names on the Reassignment Register.

Eligibility of Non-Classified Employee to apply for Classified Position per 6-0513(1)

Mr. Hovland stated that the applicants are for Water Plant Operator and Public Works Director Feland is here to answer any questions.     Mr. Hovland stated that the Commission in the past precedence to allow seasonal employees to compete for Reassignment registers if the scores are high enough and the department likes what it sees, the department will recommend establishing a Reassignment register otherwise the department can recommend merging it into an Eligibility register. It was moved by Commissioner Vanyo and it was seconded by Commissioner Bredemeier to allow the applicants to compete as a internal candidates.  Mr. Feland stated that there are two individuals that have worked for the department for some time on a contractual basis and would like to be considered.  Mr. Hovland stated that Miss Bohn is not in the memo as that one came in late.  Mr. MacGregor stated that the paper work should be completed for the record.
All approved, motion carried.

ELIGIBILITY REGISTER

Firefighter  (Exam cutoff)
Mr. Hovland stated that we need to have the Fire Chief back up.  Chief O’Neill stated that after looking at the list, which doesn’t have a good breaking point, the recommendation would be 76.666% for the cutoff.  This will give us 20 external candidates which we would be interviewing.  If we drop to 75% that will add another 6 candidates, which becomes a lot of candidates to interview.  Chairman MacGregor wondered how many openings are anticipated next year.  Chief O’Neill stated maybe a couple.  The CPAT testing which we put them through will eliminates three or four candidates.  It was moved by Commissioner Bredemeier and seconded by Commissioner Vanyo to approve the Firefighter exam cutoff at 76.666%.
All approved, motion carried.

Police Officer  (Exam cutoff)
Mr. Hovland stated that we have Lt. Ferguson here to answer any questions.  If you look close, only five of 85% and above are not POST certified.  The POST certified candidates will help our training costs when hiring new officers.  Lt. Ferguson recommended the cutoff be at 90% to interview only 21 candidates.  Chairman MacGregor questioned Lt. Ferguson on how many the department potentially would hire next year.  Lt. Ferguson stated that currently the department has its quota, but generally the department averages seven a year.  Lt. Ferguson also stated that the department will be doing the twice a year testing, so there might be more added next time.  It was moved by Commissioner Vanyo and seconded by Commissioner Bredemeier to approve the Police Officer exam cutoff at 90.000%.
All approved, motion carried.
Public Health Nurse
Mr. Hovland stated Mr. Shields is here to address any concerns.  Mr. Shields stated that the department recommends the cutoff at 72.00%, because a number of the people interviewed probably are making salaries higher than the City can offer, so there may be a number of candidates who will turn down the position.  It was moved by Commissioner Bredemeier and seconded by Commissioner Vanyo to approve the Public Health Nurse Eligibility Register at 72.000%.

Mr. Hovland brought forward information on the replacement of Mr. Johnson’s Commission seat.  The Mayor has not had a chance to interview any candidates yet.

It was moved by Commissioner Bredemeier and seconded by Commissioner Vanyo to adjourn the March 11, 2010 regular meeting. The meeting was adjourned at approximately 3:50 PM.
