Grand Forks Civil Service Commission
May 13, 2010
Chairman Macgregor called the Grand Forks Civil Service Commission meeting to order at approximately 3:33 PM in the City Hall, Council Chambers. Commissioners, Bredemeier, Burlog, Nies and Vanyo were present.
APPROVAL OF MINUTES
It was moved by Commissioner Bredemeier and seconded by Commissioner Vanyo to approve the April 8, 2010 regular meeting minutes.
All approved, motion carried.
CHANGES/ADDITIONS to AGENDA
HR Director Hovland stated that there were two items to add to the agenda and he recommended that they be placed at the end of the agenda. The items are to set a date and time for a hearing on an appeal of the Mayors discipline and decide on an attorney for the Commission.
REASSIGNMENT REGISTERS
Water Plant Operator
HR Director Hovland stated that Hazel Sletten is here today to answer any questions and there is one individual on the Reassignment Register, which is all that is required. It was moved by Commissioner Bredemeier and seconded by Commissioner Nies to approve the cutoff at 93.500% and carry one individual.
All approved, motion carried.

HR Director Hovland stated that Street Superintendent Mark Aubol is here today to answer any questions about the four individuals on the Reassignment Register. Mr. Hovland stated that the department would like to place all four on the register. It was moved by Commissioner Burlog and seconded by Commissioner Vanyo to approve the Equipment Operator, Sr. Register in Streets at 80.817% placing four individuals on the Register.

ELIGIBILITY REGISTER
Administrative Specialist - Health
Mr. Hovland stated that Mr. Shields is here to address any questions. It is the wishes of the department to place four names on the register, which would be a cutoff of 88.0%. Chairman MacGregor asked about how many openings are anticipated for next year. Mr. Shields stated he anticipates only one opening. It was moved by Commissioner Bredemeier and seconded by Commissioner Nies to approve the Administrative Specialist in the Health department at 88.000%.

Mr. Hovland stated that Lt. Ferguson is here to address questions. Mr. Hovland stated that the cutoff is recommended at 48%, which would put six individuals on the register. Mr. Hovland stated that the department has lost two CSO’s and hired one. Chairman MacGregor asked if these candidates were on the original register. Mr. Hovland stated that one was on a Reassignment Register, which has since expired. Commissioner Bredemeier questioned whether this roster was from the new training method. Lt. Ferguson stated no. Chairman MacGregor questioned whether 48% is typically low for this position. Mr. Hovland stated that in talking with Lt. Ferguson and LeRoy on the qualifications of the candidates, one has a jurisdoctorate looking to pass the bar, one is a licensed police officer and another that is a licensed part time police officer, so the chances of them moving on are extremely great. Chairman MacGregor questioned why 48% and not 47%. Commissioner Nies suggested putting all the candidates on the register. Commissioner Vanyo questioned whether they all get interviewed. Lt. Ferguson stated that all of them have been interviewed. It was moved by Commissioner Bredemeier and seconded by Commissioner Burlog to approve the Community Service Officer Eligibility Register at 47.000%.
Commissioners MacGregor, Bredemeier, Burlog and Vanyo voted in favor. Commissioner Nies voted against.

Water Plant Operator
Mr. Hovland stated that Hazel Sletten is here to address any questions. Mr. Hovland stated that there were six individuals that were interviewed for the Water Plant Operator register. It looks like there is a break at 74.0% or 71.0%. Hazel commented that she would not be adverse to putting all six on the register, because there could be a lot of change in the next year. Chairman MacGregor asked about what level would this be in the department. Hazel stated that this would be an entry level position and these individuals already scored over 70% on our written exam. It was moved by Commissioner Vanyo and seconded by Commissioner Nies to approve the Water Plant Operator in the Water department at 67.000%.

REQUESTED CHANGE TO THE SELECTION CRITERIA
Mr. Hovland stated that there is no longer an exam for the Building Maintenance, Lead, the Building and Grounds Worker and the Building Maintenance Worker so the Selection Criteria should be just the interview. The Water Service Worker would have an exam added. Chairman MacGregor questioned where the City gets the exams. The Water Service Worker currently is using an exam, but it isn’t on the Selection Criteria. Chairman MacGregor questioned why the Building positions are eliminating the exam. Mr. Bergquist stated that the City no longer has written exams for those positions and Mr. Hovland stated that to be consistent with other entry level positions the interview points will be 75% Department and 25% HR. Mr. Hovland stated that this is more of a house keeping issue. It was moved by Commissioner Bredemeier and seconded by Commissioner Burlog to approve the change from the current Selection Criteria to the proposed Selection Criteria.

Hearing Date
Mr. Hovland stated that the Mayor disciplined Firefighter Sr. Mr. Ed Grossbauer on April 23, 2010 and Mr. Grossbauer filed an appeal in a timely manner dated May 7, 2010. As per City Code an appeal date must be set and the Commission has 60 days from May 7

. Mr. Hovland stated typically the Commission has gone 10 AM or 1 PM and you have limited testimony to 2 hours per party and it might be good to set an alternative date also. Chairman MacGregor suggested Monday June 7, 2010 and the starting time at 9 AM. Chairman MacGregor suggested as a backup date, Monday June 16, 2010 and the starting time at 9 AM.
Commission Attorney for Hearing
Mr. Hovland stated that in the past the Commission has used attorney Ron Fisher and stated he can check on Mr. Fisher’s availability. It was moved by Commissioner Burlog and seconded by Commissioner Bredemeier to approach Mr. Fisher to represent the Commission in the hearing.
All approved, motion carried.
ADJOURNMENT
It was moved by Commissioner Bredemeier and seconded by Commissioner Vanyo to adjourn the May 13, 2010 regular meeting. The meeting was adjourned at approximately 3:50 PM.
