PROCEEDINGS OF THE CITY COUNCIL
OF THE CITY OF GRAND FORKS, NORTH DAKOTA
November 13, 2007
The city council of the city of Grand Forks, North Dakota met in special session in the council chambers in City Hall on Monday, November 13, 2007 at the hour of 5:30 o’clock p.m. with Mayor Brown presiding. Present at roll call were Council Members McNamara, Gershman, Christensen, Kreun - 4; absent: Council Members Brooks, Glassheim, Bakken - 3.
Mayor Brown announced that anyone wishing to speak to any item may do so by being recognized prior to a vote being taken on the matter, and that the meeting is being televised.
HOLD PUBLIC HEARING AND APPROVE 2008 CDBG
AND HOME PROGRAMS
The 2008 CDBG and HOME Programs were presented to the city council with previous recommendations as follows: 1) discuss the proposed funding recommendations; 2) open a 30-day public comment period and 3) set November 13 as the public hearing date to approve the final 2008 funding allocations and the 2008 CDBG Annual Action Plan
Council Member Gershman stated that the intent of council on these funds is to use them in a way that will recirculate so that we have a continuous pool of funds for future projects and asked if that is the case with these. Greg Hoover, Urban Development, responded that these are revolving loans and once repaid the money is available for future projects.
Mayor Brown opened the public hearing for approval of the final 2008 funding allocations and the 2008 CDBG Annual Action Plan; there were no comments and the public hearing was closed.
It was moved by Council Member Gershman and seconded by Council Member Kreun to approve the 2008 funding allocations and the 2008 CDBG Annual Action Plan. Carried 4 votes affirmative.

It was moved by Council Member Gershman and seconded by Council Member Kreun that we adjourn. Carried 4 votes affirmative.
