Grand Forks Civil Service Commission
April 9, 2009
Chairman Bredemeier called the Grand Forks Civil Service Commission meeting to order at approximately 3:32PM in the City Hall, Council Chambers. Commissioners, MacGregor, Nies, Vanyo were present.
Farewell to Commissioner Wayne Burlog
Chairman Bredemeier asked Mr. Burlog to come forward to accept a Certificate of Recognition for the years of service to the Grand Forks Civil Service Commission. She thanked him for his dedication to the City and the presented the Certificate which was signed by the Mayor. Mr. Burlog thanked the Commission and stated that it was a pleasure to serve on the Commission. He mentioned that they have a good replacement on the Commission in James Vanyo.
APPROVAL OF MINUTES
It was moved by Commissioner MacGregor and seconded by Commissioner Nies to approve the March 12, 2009 regular meeting minutes.
All approved, motion carried.

ELIGIBILITY REGISTERS
Police Officer (Exam cutoff)
Director Hovland stated that there was 74 applicants that took the exam and there is no clear break in the scores, so it is the recommendation of the Police department and HR to cut it off at 75%. Commissioner MacGregor asked how long the next steps in the process will take. Lt. Ferguson responded that they will have the final register in front of the Commission for the May meeting. It was moved by Commissioner MacGregor and seconded by Commissioner Vanyo to establish the cutoff for the Police Officer (exam cutoff) at 75.0%.
All approved, motion carried.
Selection Criteria Change
Bus Operator
Director Hovland stated that in the past we have given a video exam of 25%, but we no longer have that exam available. To remain consistent with other selection criteria for entry level positions it is our recommendation to have the Selection Criteria be, Department interview 75%, HR 25%. Commissioner MacGregor asked if this was the first part of the selection or the whole process? Director Hovland responded that it is the whole process. Commissioner MacGregor asked when the backgrounds of the candidates are checked? Director Hovland stated that once we establish the names to go forward to the Mayor those are the ones that the backgrounds are checked. Before the actual appointment and the offer all the reference checks are completed. It was moved by Commissioner MacGregor and it was seconded by Commissioner Nies to establish the Selection Criteria for Bus Operator as recommended.

Consideration for Eligibility of Non-Classified Employees per 6-0513 (Internal Posting)
Bus Operator
Director Hovland stated that as the Commission has done in the past, part time seasonal employees working in the department have been given consideration to apply. Mr. Hovland passed out a list of fill in drivers for the City Area Transit that know the routes and the buses. There are possibly one or two classified openings coming up in that position, so it would be our recommendation to approve this list. These part time drivers come in when called to fill in for the classified drivers and I think it is only right to give them an opportunity to compete. Commissioner MacGregor asked about the process and if these individuals would be included in the total applicant pool or would they be the applicant pool. Mr. Hovland responded that they would be the applicant pool. There will be no outside applicants, because the Commission says internal applicants will be considered first. In addition to this list, HR received an applicant from the Street department that we would like to consider also. He is also Non-Classified. Commissioner MacGregor asked if all these people have indicated that they are interested in the position or is this the whole list that might be interested? Dale Bergman, Transportation Superintendent, stated it is the whole list that might be interested. It was moved by Commissioner MacGregor and it was seconded by Commissioner Vanyo to accept the Non-Classified potential candidates as internal candidates for Bus Operator including the applicant from Streets as recommended.
All approved, motion carried.
ADJOURNMENT
It was moved by Commissioner Vanyo and seconded by Commissioner MacGregor to adjourn the April 9, 2009 regular meeting. The meeting was adjourned at approximately 3:40PM.
