Motion: to approve the minutes of the May 25, 2010, meeting. (Swisher, Leach)
Motion carries.

Red River Valley Community Action – Kevin Severson
1525 Cherry Street, built 1950 – The house is not listed on the National Register of Historic Places and is not a component in a historic district. The owners plan to use a federally subsidized loan to replace the roof, replace six windows with vinyl double-hung windows, replace gutters and downspouts, replace exterior second floor door, and perform interior work.
Motion: to concur with a determination of no historic properties affected from the work described at 1525 Cherry Street. (Slater, Sickels)
Motion carries.
1522 N. 4th Street, built 1937 – The house is not listed on the National Register of Historic Places and is not a component in a historic district. A 2005 architectural survey determined that the house would not be individually eligible nor would it contribute to a historic district. The owners plan to use a federally subsidized loan to replace the roof, replace front and back doors with pre-hung steel doors, replace front and back storm doors, replace ten windows with vinyl windows, replace rear entry steps and perform interior work. The owners plan to use a high-grade Marvin window with divided-light uppers.
Motion: to concur with a determination of no historic properties affected from the work described at 1522 N. 4th Street. (Leach, Swisher)

Grand Forks Energy Alliance, Office of Urban Development – Debra Pflughoeft-Hassett
1015 N. 39th Street, built 1975 – The house is not listed on the National Register of Historic Places and is not a component in a historic district. The owners plan to use a federally subsidized loan to seal air leaks, insulate the attic, weather-strip throughout the house and install a more efficient gas fireplace.
Motion: to concur with a determination of no historic properties affected by the proposed work at 1015 S. 39th Street. (Slater, Sickels)
Motion carries.
1005 S. 19th Street, built1961 – The house is not listed on the National Register of Historic Places and is not a component in a historic district. The owners plan to use a federally subsidized loan to replace exterior doors, replace windows and insulate the attic. Pflughoeft-Hassett believed the owners are upgrading windows from single pane to double pane. Gunderson noted that the owners may run into code issues when they replace the bedroom windows because current windows do not meet safety codes. Slater asked how one qualifies for the Energy Efficiency loans; Pflughoeft-Hasset said the loan is available for residences that have a completed energy audit. Only certain items are eligible costs. The maximum $8,000 loans carry a 2% interest rate and must be repaid within five years. There is no income eligibility criterion.

Coordinator Report – Peg O’Leary
The Kegs NRHP Proposal Review – In response to a call for proposals to write the National Register of Historic Places nomination of the Kegs Drive-In, the commission received one proposal. Steven R. Hoffbeck, professor of history at the Minnesota State University Moorhead, submitted his proposal on time and for our budgeted amount of $3,500. He meets the state researcher requirements and has committed to completing the project within our timelines. Hoffbeck served as coordinator of the GFHPC from 1990 to 1992. Gunderson noted that he completed four successful Grand Forks NRHP individual property nominations from 1990 to 1994. O’Leary noted that his proposal focused on regional and national significance but that a contract would include a requirement that local significance be developed also.
Motion: to accept Steven R. Hoffbeck’s proposal to write the NRHP nomination for the Kegs Drive-In and direct the coordinator to draw a contract based upon the discussion. (Slater, Leach)

Northern Pacific Railroad Bridge Pier – O’Leary explained that she had just come from the City Council Service/Safety Committee meeting, where she expressed HPC objections to allowing entrants in the Extreme North Dakota Adventure Race to climb the pier and particularly to the use of any spikes or other implements that would damage the pier. The committee had not taken action by the time O’Leary had to leave for this meeting. The memo to Service/Safety is attached.
Central High School – O’Leary attended the City Council Finance/Development Committee meeting on Monday, June 14, at which the proposed Central expansion into First Avenue North was discussed. Committee members seemed inclined to allow partial vacation of the street, which would be a requirement for expansion in this direction. The school district is also looking for ways to address the parking shortage that will occur when the city develops the parking lot across from the Civic Auditorium.
HPC Appointments – The Finance/Development Committee also voted to forward the Mayor’s HPC appointments of the five members whose terms are up in July (Bures, Flemmer, Iseminger, Leach, and Slater) to the full Council for approval.
Prairie Harvest Mental Health Project – The Finance/Development Committee voted to send the siting change for this project, from South 5th Street to University Avenue (500 block), to the full Council with a recommendation for approval. The design has changed significantly and contains fewer housing units. See attached.
NAPC Travel – The deadline for early registration discounts is July 5 for the National Alliance of Preservation Commissions bi-annual conference. O’Leary recommended that someone attend this conference. Its focus is very specific to preservation commissions and deals with current issues as well as staff and commissioner training. The approximate total cost to send one person is $1,385, including registration, air fare, lodging and per diem.
Motion: to send the coordinator and, if a commissioner wishes to attend, one other GFHPC representative to the NAPC Forum 2010 Conference. (Slater, Swisher)

Central Park Neighborhood Meeting – Urban Development will be holding the follow-up residential in-fill meeting on Wednesday, June 30, 2010, at 5:30 p.m., in Council Chambers.
Ted Jelliff Memorial – Members voted to send a joint memorial (consisting of personal member donations) from the commission to the Grand Forks County Historical Society in memory of Ted Jelliff. Jelliff passed away on June 5, having served on the HPC since 1993. His lively wit and far-ranging memories of Grand Forks are irreplaceable. Ted will be sorely missed. Gunderson shared some expressions of sympathy that the commission has received from people who worked with Ted as a commissioner over the years. Iseminger suggested that Ted Jelliff would be a worthy recipient of the Griggs Award next year.

Other Business
Downtown Design and Review Board – Iseminger questioned whether the board had addressed window signage yet; Gunderson said they had been scheduled for a walking tour of the downtown to assess the window signage but had been rained out. They will reschedule.
Peony Garden – Flemmer said he visited with Steve Mullally at the Park District about the plans for a peony garden in the Central Park area. Post-flood plans had included a new garden to memorialize Frances Kannowski, long-time director of Parks and Recreation and peony promoter. Flemmer said Mullally remembered the plans and said he would see where they are with the project.
