PROCEEDINGS OF THE CITY COUNCIL
OF THE CITY OF GRAND FORKS, NORTH DAKOTA
May 11, 2009
The city council of the city of Grand Forks, North Dakota met in special session in the council chambers in City Hall on Monday, May 11, 2009 at the hour of 5:30 o’clock p.m. with Mayor Brown presiding, pursuant to call by Mayor Brown, which was served on all members. Present at roll call were Council Members Bjerke, McNamara, Glassheim, Gershman, Christensen, Kreun - 6; absent: Council Member Bakken - 1.
Mayor Brown announced that anyone wishing to speak to any item may do so by being recognized prior to a vote being taken on the matter, and that the meeting is being televised.
APPROVE AMENDMENT TO COST PARTICIPATION,
CONSTRUCTION AND MAINTENANCE AGREEMENT FOR
PROJECT NO. 6341, TRAFFIC SIGNAL AT 47TH AVENUE
SOUTH AND SOUTH WASHINGTON STREET
The staff report from the engineering department relating to Amendment to Cost Participation, Construction and Maintenance Agreement for Project No. 6441, Intersection of South Washington and 47th Avenue South Traffic Signal, with recommendation to approve amendment to Cost Participation, Construction and Maintenance Agreement with ND Department of Transportation for Project No. 6341.
It was moved by Council Member Gershman and seconded by Council Glassheim that this recommendation be approved. Upon call for the question and upon voice vote, the motion carried 6 votes affirmative.
APPROVE COST PARTICIPATION, CONSTRUCTION AND
MAINTENANCE AGREEMENT FOR PROJECT NO. 6413, SEAL
COAT PROJECTS AT VARIOUS LOCATIONS
The staff report from the engineering department relating to Cost Participation, Construction and Maintenance Agreement for Project No. 6413, seal coat on University Avenue from North 3rd Street to State Street; Project No. 6414, seal coat on Mill Road from Gateway Drive to urban limit; Project No. 6415, seal coat on North 20th Street from Gateway Drive to University Avenue; and Project No. 6416, seal coat on South 20th Street from 24th Avenue South to 32nd Avenue South, with recommendation to approve Cost Participation, Construction and Maintenance Agreement with ND Department of Transportation for Project Nos. 6413, 6414, 6415 and 6416.
It was moved by Council Member Gershman and seconded by Council Glassheim that this recommendation be approved. Upon call for the question and upon voice vote, the motion carried 6 votes affirmative.

CONCRETE PANEL REPLACEMENT ON PORTION OF
8TH AVENUE NORTH
The staff report from the engineering department relating to Cost Participation, Construction and Maintenance Agreement for Project No. 6419, Concrete Panel Replacement with mill and overlay on 8th Avenue North from North 3rd Street to Columbia Road, with recommendation to approve Cost Participation, Construction and Maintenance Agreement with ND Department of Transportation for Project No. 6419.
It was moved by Council Member Gershman and seconded by Council Glassheim that this recommendation be approved. Upon call for the question and upon voice vote, the motion carried 6 votes affirmative.
APPROVE COST PARTICIPATION, CONSTRUTION AND
MAINTENANCE AGREEMENT FOR PROJECT NO. 6435,
CONCRETE PANEL REPLACEMENT ON PORTION OF
17TH AVENUE SOUTH
The staff report from the engineering department relating to Cost Participation, Construction and Maintenance Agreement for Project No. 6435, Concrete Panel Replacement with mill and overlay on 17th Avenue South from Washington Street to 42nd Avenue South, with recommendation to approve Cost Participation, Construction and Maintenance Agreement with ND Department of Transportation for Project No. 6419.
It was moved by Council Member Gershman and seconded by Council Glassheim that this recommendation be approved. Upon call for the question and upon voice vote, the motion carried 6 votes affirmative.
APPROVE 2009 FLOOD CLEANUP AND DEBRIS REMOVAL
IN GREENWAY
The staff report from the environmental compliance/greenway manager relating to 2009 Flood Cleanup and Debris Removal in the Greenway, with recommendation to award the contract for 2009 Flood Cleanup and Debris Removal in the Greenway to Florian & Sons Excavating, Inc. in the amount of $72,704.00.
It was moved by Council Member Gershman and seconded by Council Glassheim that this recommendation be approved. Upon roll call the following voted "aye": Council Members Bjerke, McNamara, Glassheim, Gershman, Christensen, Kreun - 6; voting "nay": none. Mayor Brown declared the motion carried and the contract awarded.

It was moved by Council Member Gershman and seconded by Council Member Kreun that we adjourn. Carried 6 votes affirmative.
