MINUTES
Grand Forks Civil Service Commission
August 12, 2010
Chairman MacGregor called the Grand Forks Civil Service Commission meeting to order at approximately 3:32 PM in the City Hall, Council Chambers. Commissioners, Bredemeier, Burlog, Nies and Vanyo were present.
APPROVAL OF MINUTES
Commissioner Vanyo pointed out that he was shown as seconding the Equipment Operator – Streets register, which was incorrect. It should read seconded by Commissioner Bredemeier. It was moved by Commissioner Nies and seconded by Commissioner Bredemeier to approve the July 8, 2010 regular meeting minutes as corrected.
All approved, motion carried.
CHANGES/ADDITIONS to AGENDA
None
ELIGIBILITY REGISTERS
Civil Engineering Technician
Mr. Bergquist stated that Mark Walker is here from the Engineering department to answer any questions. Mr. Walker stated the department is recommending the register be set at 87.000%, which is a good break point in the scores. Commissioner Burlog questioned if four candidates would be enough on the register. Mr. Walker stated the department would be satisfied with four. It was moved by Commissioner Burlog and seconded by Commissioner Vanyo to approve the Civil Engineering Technician Eligibility Register at 87.00%.
All approved, motion carried.

911 Dispatcher
Mr. Bergquist stated Becky Ault is here from the 911 Center to answer any questions and the department is recommending the register be cut off at 73.000%, which would put six on the register. Chairman MacGregor asked how many openings the department has right now. Ms. Ault stated they have one. It was moved by Commissioner Bredemeier and seconded by Commissioner Nies to approve the 911 Dispatcher Eligibility Register at 73.000%.
All approved, motion carried.

Police Officer (Exam cutoff)
Mr. Bergquist stated that Lt. Ferguson is here from the Police department to answer any questions and the department recommends a cutoff at 86.000%. Lt. Ferguson stated the department is recommending the register be set at 86.000%. Chairman MacGregor questioned if this list of candidates would be enough on the register. Lt. Ferguson stated it would. It was moved by Commissioner Vanyo and seconded by Commissioner Bredemeier to approve the Police Officer (Exam cutoff) at 86.00%.
All approved, motion carried.
REEMPLOYMENT REGISTER
Mr. Bergquist stated that a Police Officer, Robyn Yon, has requested to be place on the Reemployment Register and Lt. Ferguson will answer any questions. Chairman MacGregor stated that the officer has been with the City for twelve years. It was moved by Commissioner Bredemeier and it was seconded by Commissioner Nies to put Robyn Yon on the Reemployment register.
All approved, motion carried.
Eligibility of Non-Classified Employee to apply for Classified Position per 6-0513(1)
Mr. Bergquist stated that the Commission has allowed this in the past. Mr. Bergquist stated that this one is a little different in that the candidate is currently a classified employee with the Street department, but he is on probation, so technically he can not apply as an internal candidate unless the Commission gives their approval. Chairman MacGregor questioned if the individual was hired for the position he wants to apply, would he have to start a new probationary period. Mr. Bergquist stated since it is a new position they would start a new probationary period. Commissioner Bredemeier inquired as to how long has he been on probation currently. Mr. Bergquist stated that he only started work on Monday. Chairman MacGregor questioned Public Works Director Todd Feland as to the difference in the position. Mr. Feland stated that the difference is this register will be for the Sanitation division and he currently works in the Street division. Mr. Feland stated that the individual has previously worked in the Sanitation division as a seasonal employee. It was moved by Commissioner Burlog and it was seconded by Commissioner Vanyo to allow the applicant to compete as an internal candidate.
All approved, motion carried.
ADJOURNMENT
It was moved by Commissioner Bredemeier and seconded by Commissioner Burlog to adjourn the August 12, 2010 regular meeting. The meeting was adjourned at approximately 3:47 PM.
