Grand Forks Civil Service Commission
February 14, 2008

Chairperson Johnson called the Grand Forks Civil Service Commission to order at approximately 3:30PM in City Hall, Council Chambers. Commissioners, Bredemeier, Burlog, Johnson, MacGregor, and Nies were present.

CORRECTION OF ELIGIBILITY REGISTER

Correcting the point totals for the Civil Engineer, Sr. Eligibility Register approved at the February meeting. The correct order is as follows:

Thomas Atkinson
Benjamin Naastad
James Johnson

It was moved by Commissioner Nies and seconded by Commissioner Burlog to approve the corrected Eligibility Register for Civil Engineer, Sr..
All approved, motion carried.

APPROVAL OF MINUTES

It was moved by Commissioner MacGregor and seconded by Commissioner Bredemeier to approve the January 10, 2008 regular meeting minutes.
All approved, motion carried.

CHANGES/ADDITIONS

The Reassignment Register for Administrative Specialist – PW was pulled from the Agenda.

ELIGIBILITY REGISTER

Assistant City Engineer

The cutoff recommendation was read for City Engineer Al Grasser, who could not be at the meeting. The recommendation was for a cutoff at 93% placing three candidates on the Register. It was moved by Commissioner Nies and seconded by Commissioner MacGregor to establish the Eligibility Register for Assistant City Engineer as follows:

James Johnson

Discussion followed.
All approved, motion carried.

Administrative Specialist – Municipal Court

Discussion was held. It was moved by Commissioner MacGregor and seconded by Commissioner Bredemeier to establish the Eligibility Register for Administrative Specialist – Mun. Court at 78% as follows:

Crista Penn
Tammy Barth
Marybeth Kalenze
Cheryl Zimniak

All approved, motion carried.

REASSIGNMENT REGISTERS

Wastewater Treatment Plant Operator

Discussion was held. It was moved by Commissioner Bredemeier and seconded by Commissioner Nies to establish the Reassignment Register for Wastewater Treatment Plant Operator at 81.0% as follows:

Stacey Powell
Doug Goetz

All approved, motion carried.

Water Treatment Plant Operator

Discussion was held. It was moved by Commissioner MacGregor and seconded by Commissioner Burlog to establish the Reassignment Register for Water Treatment Plant Operator at 74.75% as follows:

David Willson
Jason Grzadzieleski

All approved, motion carried.

Reemployment Register
Assistant City Engineer – John Thompson

Discussion was held. It was moved by Commissioner Burlog and seconded by Commissioner Bredemeier to approve the request of John Thompson to be placed on the Reemployment Register for a period of one year as recommended by the City Engineer and the Mayor.
All approved, motion carried.

A list of the Commissioners with their original appointment date and the date their term ends was handed out for informational purposes.

QUESTION & ANSWER SESSION – 2008 SALARY PLAN

Discussion was held. Commissioner MacGregor requested a copy of the comments from the Evaluations and from the Employee Representatives be sent to the Commissioners before the next meeting and the Question & Answer Session be held over and put on the Agenda for next months meeting.

Commissioner MacGregor asked if there were any comments or questions from the audience. Commissioner MacGregor mentioned the water meeting in Fargo and the contest for water quality. Hazel Fetters Sletten, Water Plant Superintendent, commented that the City of Grand Forks won the contest.

ADJOURNMENT

It was moved by Commissioner Bredemeier and seconded by Commissioner Burlog to adjourn the February 14, 2008 regular meeting. The meeting was adjourned at approximately 3:50PM.
