Roll Call:

Present: Doug Christensen, Eliot Glassheim, Dwight Thompson. Also present: Greg Hoover, Meredith Richards, Howard Swanson, Hal Gershman, Keith Lund, Klaus Theissen. Absent: Terry Smith, Dana Sande.

1. Approval of Minutes from October 19, 2010: Motion by Dwight Thompson, second by Eliot Glassheim to approve minutes from the previous meeting. All present voted aye. MOTION CARRIED.

2. Loan Write-offs: Update

Master Potato: Greg states that we are still working with John Warcup to recover the outstanding balance of the Master Potato loan. Mr. Warcup found that we did not receive notification of the property foreclosure so he is recommending that we proceed with action to try to recover the money owed. Doug questions the value of the land and Howard Swanson, City Attorney, states that the buyers paid $50,000 to Traill County to acquire the tax deed.

3. Conveyance of Public Safety Training Center Campus

The JDA authorized the lease of 28 acres on 12th Avenue and 52nd Street South in 2004 to establish the Public Safety Training Campus and to house Fire Station #4 and the Mosquito Control Facility. The terms of the lease were five years at no cost to the City with the property to be transferred to the City when the lease expired. The JDA has paid the specials on the property for the past 6 years which amounts to approximately $88,000. The unpaid specials balance is $83,000, which would become the City’s responsibility.

Motion by Dwight Thompson, second by Eliot Glassheim to convey the property to the City. All present voted aye. MOTION CARRIED

4. Cirrus Update: Executive Session

Present: Doug Christensen, Eliot Glassheim, Dwight Thompson, Hal Gershman, Keith Lund, Klaus Theissen, Greg Hoover, Meredith Richards, Howard Swanson, and Melanie Richardson.

Motion by Eliot Glassheim, second by Dwight Thompson to go into executive session at 4:10 pm. All present voted aye. MOTION CARRIED.

Motion by Eliot Glassheim, second by Dwight Thompson to come out of executive session at 4:47 pm. All present voted aye. MOTION CARRIED.

5. Adjournment: Meeting adjourned at approximately 4:48 pm.
