Motion: to approve the minutes of the August 13, 2009 meeting as presented. (Swisher, Lien)
Motion carries.

Red River Valley Community Action
1901 6th Avenue N, built 18944 – The owner proposes to use a federally subsidized grant loan to replace existing shingles with 35 year architectural shingles and repair sheathing as necessary; modify a flat roof to match the adjacent sloped roof; replace seven windows with vinyl windows in existing openings; and install new vinyl awning style windows to match the existing openings in the main floor bedroom; and install a pre-hung steel door in the window opening to the living room. Interior work is also proposed. Slater pointed out that the house is not eligible for the National Register and the neighborhood is unlikely to ever be Historic Register eligible.
Motion: to concur with a determination of no historic properties affected by the proposed work at 1901 6th Avenue North. (Flemmer, Sickels)

1501 1st Avenue North, built 1953 – The owner proposes to use a federally subsidized loan to reroof and complete various interior projects. The house is not individually eligible for the Register nor is a Historic District likely in this neighborhood.
Motion: to concur with a determination of no historic properties affected from the proposed work at 1501 1st Ave. N. (Lien, Jelliff)
Motion carries.
1502 4th Ave. N., built 1915 – This house came before the HPC on Oct. 13, at which time commissioners concurred that no historic properties would be affected by changing out porch windows (though suggesting that the 3:1 style be retained) and other exterior work. The owner now wishes to replace an additional 12 windows throughout the house.
Motion: to concur with a determination of no historic properties affected by changing out the additional windows at 1502 4th Ave. N. (Sickels, Swisher)

Chair Report – No report.



Coordinator Report – Peg O’Leary
State Review Board Update – O’Leary reported that the SRB approved the amended Granitoid nomination, which will be forwarded to the National Park Service when the surveyor has completed some required rewrites.
UND Nomination Update – O’Leary has completed the map for the nomination and will be mailing all the information to the state by the end of the week. They will put the full package together and resubmit to the National Park Service. O’Leary also noted that UND is working on a plan to expand the Education Building to the north. Present plans have the building meeting the south façade of Gillette Hall.
717 Reeves Drive Update – The roof work is completed at this home.
Grand Forks Federal Building Update – Work on the exterior basement stairway was completed recently.
Northern Pacific Historic Depot – O’Leary noted that the GGF Chamber of Commerce has decided to remain in the Depot. This is reassuring news for the NRHP listed building.

Other Business
312 Kittson – Flemmer noted that the redone interior retains the second floor fireplace and also that the stairs to the roof are very steep.
Metropolitan Opera Building – Iseminger asked whether anything was known about the main floor space at the Met; no one has heard anything. Iseminger also noted that he felt the State Historical Society had received sloppy work the price paid for the Granitoid survey.
430 S. 5th St. – Swisher asked when work would begin at this house; O’Leary said she thought the bids have been let but wasn’t sure when the work would begin.
