MINUTES
Grand Forks Civil Service Commission
June 12, 2008

Chairperson Johnson called the Grand Forks Civil Service Commission to order at approximately 3:30PM at City Hall, in the Planning Department Conference room. Commissioners, Bredemeier, Burlog, Johnson, MacGregor and Nies were present.
APPROVAL OF MINUTES
It was moved by Commissioner Burlog and seconded by Commissioner Bredemeier to approve the May 8, 2008 regular meeting minutes.
All approved, motion carried.
CHANGES/ADDITIONS
1.  Extend Probationary Period – Office Specialist, Sr. in Urban Development.  Requesting a 2 month extension.

HR Director Hovland recommended this item be taken up with the Probationary extension already on the agenda.  It was moved by Commissioner Nies and seconded by Commissioner MacGregor to place it on the agenda as recommended by Director Hovland.
All approved, motion carried.


REASSIGNMENT REGISTERS

Firefighter, Sr.
Chief O’Neill thanked HR and the Commission for their assistance with the interview process.  Discussion was held.  Commissioner Bedemeier stated she enjoyed interviewing the candidates and how professional they were.  It was moved by Commissioner Burlog and seconded by Commissioner Bredemeier to establish the cutoff for the Firefighter, Sr. register at 54.573% putting all candidates on the register.

All approved, motion carried.


Fire Captain
Chief O’Neill again thanked HR and the Commission for their assistance with the interview process for Fire Captain.  Discussion was held.  Commissioner MacGregor commented on the quality of the candidates that he assisted in interviewing.  It was moved by Commissioner MacGregor and seconded by Commissioner Nies to establish the cutoff for the Fire Captain register at 57.597% putting all candidates on the register.

Real Estate Appraiser, Sr.
Assistant City Assessor Herz thanked HR and LeRoy Bergquist for their assistance with the promotion process.  It has been many years, since Assessing has had the opportunity to promote.  Discussion was held.  It was moved by Commissioner Nies and seconded by Commissioner Burlog to establish the cutoff for the Real Estate Appraiser, Sr. register at 84.25% putting both candidates on the register.

Wastewater/Stormwater Service Worker, Lead
Discussion was held.  It was moved by Commissioner MacGregor and seconded by Commissioner Nies to establish the cutoff for the Wastewater/Stormwater Service Worker, Lead register at 73.00% putting both candidates on the register.

Public Health Team Leader
Discussion was held.  It was moved by Commissioner Nies and seconded by Commissioner Bredemeier to establish the cutoff for the Public Health Team Leader register at 88.00% putting both candidates on the register.

SUPPLEMENTAL REGISTER
Assistant City Engineer
HR Director Hovland suggested cutting off the supplemental addition register after the 2nd candidate as there was a natural break between the candidates and to extend the original Eligibility register to 6/12/09 to match the supplemental additions.  Discussion was held.  It was moved by Commissioner Bredemeier and seconded by Commissioner MacGregor to establish the cutoff for the Assistant City Engineer supplemental register at 94.00% putting two candidates on the original Eligibility register.

EXTEND PROBATIONARY PERIOD

911 Dispatcher
Mr. Morken requested an extension of 90 days on Summer Morgenstern’s probationary period due to a leave of absence during her training period.  Discussion was held.  It was moved by Commissioner MacGregor and seconded by Commissioner Bredemeier to approve the request for a 90 day extension on the probationary period for Summer Morgenstern.
All approved, motion carried.
Office Specialist, Sr.
HR Director Hovland said in talking with Urban Development Director Hoover they concur with extending the probationary period of Hayley Kallinen for two additional months to focus on two specific job goals.  Discussion was held.  It was moved by Commissioner Bredemeier and seconded by Commissioner Nies to approve the request for a two month extension on the probationary period for Hayley Kallinen.
All approved, motion carried.

REMOVAL OF APPLICANTS FROM REGISTER
911 Dispatcher
PSAP Director Al Morken was present to answer questions stating he had attempted to reach each of the two individuals three times and received no responses.  He said this would close the existing Eligibility register so a new one could be developed.  
Discussion was held.  It was moved by Commissioner MacGregor and seconded by Commissioner Burlog to approve the requested withdrawal of the two applicant names from the Eligibility register.
All approved, motion carried.

REEMPLOYMENT REGISTER

Firefighter – Troy Hesse
Chief O’Neill gave a brief background on Troy’s decision to move out west to help his parents.  He stated it is sometimes hard for older people to accept that younger employees are leaving for a variety of reasons.  He thanked HR for assisting in getting the new NDPERS DB pension plan passed, which he says will help in both recruiting new people and retention of the current employees.  It was moved by Commissioner MacGregor and seconded by Commissioner Bredemeier to approve the request of Troy Hesse to be placed on the Reemployment Register for one year. Discussion was held.
All approved, motion carried.

911 Dispatcher – Jaime Riley
PSAP Director Al Morken echoed the sentiments of Chief O’Neill on the movement being seen with younger employees and on the passing of the NDPERS pension plan.  He said now employees from other state agencies can join the City workforce and keep their pension plan.  It was moved by Commissioner Nies and seconded by Commissioner Bredemeier to approve the request of Jaime Riley to be placed on the Reemployment Register for one year.  Discussion was held.
All approved, motion carried.

Police Lieutenant – Michael Hedlund
It was moved by Commissioner MacGregor and seconded by Commissioner Bredemeier to approve the request of Michael Hedlund to be placed on the Reemployment Register for one year as recommended by the Police Chief and the Mayor. Discussion was held.
All approved, motion carried.



HR Director Hovland thanked the Commissioners for being flexible in coming to the different surroundings.  He stated next month we should be back in the Council Chambers.

ADJOURNMENT
It was moved by Commissioner Bredemeier and seconded by Commissioner MacGregor to adjourn the June 12, 2008 regular meeting. The meeting was adjourned at approximately 3:55PM.
