PROCEEDINGS OF THE CITY COUNCIL
OF THE CITY OF GRAND FORKS, NORTH DAKOTA
February 4, 2008

The city council of the city of Grand Forks, North Dakota met in the council chambers in City Hall on Monday, February 4, 2008 at the hour of 5:30 o’clock p.m. with Mayor Brown presiding. Present at roll call were Council Members McNamara, Glassheim, Gershman, Christensen, Bakken, Kreun - 6; absent: none. Ward 1 vacant.

The pledge of allegiance to the flag was made by the city council.

Mayor Brown announced that anyone wishing to speak to any item may do so by being recognized prior to a vote being taken on the matter, and that the meeting is being televised.

Mayor Brown commented on various items during the past week and upcoming events:
He reminded anyone interested in serving as the interim city council representative for Ward 1 to submit their name as deadline is this Wednesday, February 6, at 5:00 p.m.
Tomorrow is ND Caucuses as well as several other states but regardless of population we matter and what we do matters, so express yourself in the caucus.
Luke Aamold is a young person in our community who was diagnosed with leukemia at age 4, the family lives in Reynolds and works in the city of Grand Forks, that there is a group called Community Actors Theatre Service that is putting on a familiar show called Winnie the Pooh as a benefit for Luke and runs several times starting Valentines Day and if looking for theatre or dinner theatre opportunity to attend and help the family.
Next Sunday the city council and UND Student Senate biennial meeting will take place in the Memorial Union at 4:30 p.m.; everyone is encouraged to attend to see what opportunities and issues will be discussed.

The report will be rescheduled.

APPROVE APPLICATION FOR ABATEMENT OF
2006 TAXES ON PROPERTY LOCATED AT 1928
PRAIRIE ROSE COURT

The staff report from the city assessor relating to application for abatement of 2006 taxes by Dakota Conference Corporation of Seventh-Day Adventist, 1928 Prairie Rose Court (Lot 3, Replat of Lots 1 and 2, Block 1, Block B, Columbia Park 13th Addition), and recommended that the application be approved as submitted.

It was moved by Council Member Bakken and seconded by Council Member Kreun that this recommendation be approved and further that the findings, conclusions and recommendations as prepared by the city attorney be adopted. Upon roll call the following voted "aye": Council Members McNamara, Glassheim, Gershman, Christensen, Bakken, Kreun - 6; voting "nay": none. Mayor Brown declared the motion carried.

APPROVE POLLING SITES AND POLLING HOURS FOR
PRIMARY ELECTION, JUNE 10, 2008

The staff report from the mayor's office relating to polling sites and polling hours of 7:00 a.m. to 7:00 p.m. for the June 10, 2008 election, with approval of the listing of polling sites and polling hours of 7:00 a.m. to 7:00 p.m.

It was moved by Council Member Bakken and seconded by Council Member Kreun that this recommendation be approved. Carried 6 votes affirmative.

APPROVE BIDS FOR MOSQUITO CONTROL

The staff report from the director of the health department relating to mosquito control 2008 bids, with recommendation to approve purchase of mosquito control products and equipment and award to the low bidders as outlined in the 2008 mosquito control bid tabulation.

It was moved by Council Member Bakken and seconded by Council Member Kreun that this recommendation be approved. Carried 6 votes affirmative.

APPROVE FY2009 ND STATEWIDE FTA SECTION
5309 CAPITAL REQUEST

The staff report from the director of public works relating to City of Grand Forks - FY2009 North Dakota Statewide FTA (Federal Transportation Administration) Section 5309 Capital Request, with recommendation to approve the request for four new fixed route transit vehicle replacements.

It was moved by Council Member Bakken and seconded by Council Member Kreun that this recommendation be approved. Carried 6 votes affirmative.

APPROVE ARTS RE-GRANTING PROGRAM

The staff report from the urban development director relating to Arts Re-granting Program, with recommendation to approve North Valley Arts Council's re-granting recommendations in the total amount of $106,502.00 to various arts programs: ND Ballet Company and Apprenticeship School; Greater Grand Forks Community Theatre; Empire Arts Center; ArtWise; Greater Grand Forks Symphony Orchestra; ND Museum of Art; Grand Forks Master Chorale; Summer Performing Arts Company; Third Street Gallery; Summer Arts Stages; First Night Greater Grand Forks; Grand Cities Children's Choir; Valley Chordsmen; North Country Fiddle and Dance; North Valley Arts Council.

It was moved by Council Member Bakken and seconded by Council Member Kreun that this recommendation be approved. Carried 6 votes affirmative.

APPROVE BILL LISTING AND ESTIMATE SUMMARY

Vendor Payment Listing No. 08-03, dated February 1, 2008, totaling $2,490,482.24 and Estimate Summary dated January 31, 2008 totaling $877,902.33, were presented and read.

It was moved by Council Member Bakken and seconded by Council Member Christensen that these bills be allowed and that the city auditor be authorized to issue warrants in payment of the same. Upon roll call the following voted "aye": Council Members Brooks, McNamara, Glassheim, Gershman, Christensen, Kreun - 6; voting "nay": none. Mayor Brown declared the motion carried and the bills ordered paid.

APPROVE MINUTES JANUARY 22, 2008

Typewritten copies of the minutes of the city council held on Tuesday, January 22, 2008 were presented and read. It was moved by Council Member Glassheim and seconded by Council Member Bakken that these minutes be approved as read. Carried 6 votes affirmative.

COMMENTS BY MAYOR AND COUNCIL

1) Council Member Kreun reported there is a Service/Safety Standby Committee meeting tomorrow at 4:00 p.m. in Room A101 in City Hall.

It was moved by Council Member Bakken and seconded by Council Member Kreun that we adjourn. Carried 6 votes affirmative.
