Grand Forks Civil Service Commission
March 12, 2009
Chairman MacGregor called the Grand Forks Civil Service Commission meeting to order at approximately 3:30PM in the City Hall, Council Chambers. Commissioners, Nies, Johnson, Vanyo were present.
Farewell to Commissioner Wayne Burlog
HR Director Hovland passed on the information that Mr. Burlog will not be moving out of the City. Commissioner MacGregor suggested that the farewell be placed on next months agenda.
Welcome to new Commissioner James Vanyo
Commissioner MacGregor offered a welcome to the new Civil Service Commissioner Jim Vanyo.
APPROVAL OF MINUTES
It was moved by Commissioner Johnson and seconded by Commissioner Nies to approve the February 12, 2009 regular meeting minutes.
All approved, motion carried.
CHANGES/ADDITIONS TO AGENDA
None
ELIGIBILITY REGISTERS
Office Specialist,Sr. (Urban Development)
Director Hovland stated that there is currently one position open and there is a natural cutoff at 84% that would put five individuals on the register. Director Hoover of Urban Development stated that this position seems to be a high turnover position not because of working conditions, but due to moving up in the organization. Discussion was held. It was moved by Commissioner Nies and seconded by Commissioner Vanyo to establish the cutoff for the Office Specialist, Sr. Eligibility Register at 84.0%.
All approved, motion carried.

Civil Engineer
Director Hovland stated that the Asst City Engineer Dean Rau is here to answer questions. Mr. Rau stated that there is only one position being hired and that hire could come from this register or the following register on the agenda. Mr. Rau’s recommendation was to establish the register with four candidates. Discussion was held. It was moved by Commissioner Johnson and it was seconded by Commissioner Nies to establish the cutoff for the Civil Engineer Eligibility Register at 90.00%.

Civil Engineer, Sr.
Director Hovland stated that there are only three candidates and the recommendation is to put all three on the register. Discussion was held. It was moved by Commissioner Nies and it was seconded by Commissioner Vanyo to establish the cutoff for the Civil Engineer, Sr. Eligibility Register at 94.00%.

ADJOURNMENT
It was moved by Commissioner Vanyo and seconded by Commissioner Johnson to adjourn the March 12, 2009 regular meeting. The meeting was adjourned at approximately 3:38PM.
