Grand Forks Civil Service Commission
December 10, 2009
Chairman Bredemeier called the Grand Forks Civil Service Commission meeting to order at approximately 3:30 PM in the City Hall, Council Chambers. Commissioners Macgregor and Vanyo were present.
APPROVAL OF MINUTES
It was moved by Commissioner MacGregor and seconded by Commissioner Vanyo to approve the November 12, 2009 regular meeting minutes.
All approved, motion carried.
CHANGES/ADDITIONS to AGENDA
None
REASSIGNMENT REGISTERS
Extension of Police Sergeant Reassignment Register
HR Director Hovland stated that one of the Police Lieutenants is currently stationed overseas and will be gone for one year. Mr. Hovland recommended approving the request from Chief Packet to extend the register to July 15, 2010, which is about the time the Lieutenant will be returning. Commissioner MacGregor asked to clarify why the register is being extended. Mr. Hovland stated that there are people in temporary positions until the Lieutenant returns. It was moved by Commissioner MacGregor and seconded by Commissioner Vanyo to approve the extension.
All approved, motion carried.
ELIGIBILITY REGISTER
Equipment Operator - Streets
Mr. Hovland stated that Mark Aubol is present to address any questions. Mr. Hovland continued by stating that there is a break between 71% and 65%, so it is the recommendation to cut the register off at 71%. Mr. Aubol suggested adding one more applicant and cut off at 65%. Discussion was held. It was moved by Commissioner MacGregor and it was seconded by Commissioner Vanyo to establish the cutoff for the Equipment Operator - Streets Eligibility Register at 65.0%.
All approved, motion carried.

Mr. Hovland stated that Hazel Fetters- Sletten is present to address any questions. Mr. Hovland stated that there is a break between 71% and 76%, so it is the recommendation to cut the register off at 76%. Discussion was held. It was moved by Commissioner Vanyo and it was seconded by Commissioner MacGregor to establish the cutoff for the Water Service Worker Eligibility Register at 76.0%.
All approved, motion carried.

Mr. Hovland stated that Saroj Jerath is present to address any questions and she currently has one opening. Mr. Hovland stated that there is a break between 73.22% and 76.02%, so that would put five on the register. Discussion was held. It was moved by Commissioner MacGregor and it was seconded by Commissioner Vanyo to establish the cutoff for the Accountant Eligibility Register at 76.02%.

911 Dispatcher
Mr. Hovland stated that Margaret Emanuel is present to address any questions and she currently has one opening possibly two coming up in the next year. Mr. Hovland stated that there is a break between 63% and 70%, so that would put six on the register. Commissioner MacGregor asked about the disabled veteran and if he had been included would he have gone to the top. Mr. Hovland stated that is correct. It was moved by Commissioner Vanyo and it was seconded by Commissioner MacGregor to establish the cutoff for the 911 Dispatcher Eligibility Register at 70%.

REEMPLOYMENT REGISTER
Mr. Hovland stated that John Morgenroth, a Civil Engineer, has left employment and would like to be placed on the reemployment register. This request has been approved by the Department Head, Mr. Grasser, and the Mayor. Commissioner MacGregor asked about where he went. Mr. Grasser stated that he went to a consulting firm in Fargo. It was moved by Commissioner MacGregor and it was seconded by Commissioner Vanyo.
All approved, motion carried.
Mr. Hovland stated that Lt. Ferguson of the Police Department is present to answer any questions about Dylan Schauer, a Police Corporal, who left employment and went to the US Marshal Service. This request has been approved by the Department Head and the Mayor. It was moved by Commissioner MacGregor and it was seconded by Commissioner Vanyo.
All approved, motion carried.
ADJOURNMENT
It was moved by Commissioner MacGregor and seconded by Commissioner Vanyo to adjourn the December 10, 2009 regular meeting. The meeting was adjourned at approximately 3:41 PM.
