What is a six year plan?
The Six-Year Plan is a long-range, comprehensive plan to optimize and align resources, including finances, partnerships, human capital and physical assets. This plan contains factual information, established goals, and defined objectives about policies, priorities and the use of resources. It is an advisory document to assist city leaders and citizens continue to foster disciplined growth in the community.

Why a plan?
The City of Grand Forks will utilize the six-year plan to establish overall direction, defined priorities and concrete actions to achieve them. A mult-year approach is necessary to be cognizant of and prepared for the future impact of present decisions.

What about Public Involvement?
The involvement and education of the public to this plan, it’s priorities and it’s objectives is crucial to affirm the components of the plan and ensure they are consistent with the residents’ general will. This plan is the statement of the Mayor and City Council’s overall goals and objectives. Process
The 2008 city budget process is the first step in the adoption of the six-year plan. The next steps include a publication of further budgetary information through print and electronic media to ensure the public has access to the necessary information to be as informed as possible. Input and reaction from the public is encouraged and necessary to help modify or reaffirm the tenets of the plan. Future public meetings may be held, with the ultimate goal of adoption by the City Council in November, 2007.

Six Year Plan Development Timeline
  • Jan. 8, 2007 – Mayor Presents 6-Year Plan draft goals and assumptions to Department Heads
  • Jan. 15, 2007 – Department Heads provide feedback on draft goals and assumptions
  • Jan. 22, 2007 – Departments provide detailed information to support 6-year plan goals and assumptions, including major capital needs
  • Feb. – June, 2007 – Finance Department, City Administrator and Mayor compile composite budget in draft form.
  • March, 2007 – 6-Year Plan principles announced at the State of the City Address
  • July, 2007 – Goals, Assumptions and Needs list provided to public for comment.
  • July, 2007 – Budget Survey posted on website to receive public input on spending priorities
  • July – October, 2007 – Public Discussion and City Council Deliberation on Priorities, Goals and Objectives
  • November, 2007 – Adoption of Six-Year Plan
  • July, 2008-2012 – Public Review of Six-Year Plan Progress/Discussion of Priorities, Goals and Objectives
