2013 Community Development Block Grant Applications

The City of Grand Forks is now accepting applications for the 2014 Community Development Block Grant (CDBG) and HOME program. For the 2014 program year, we anticipate “bricks and mortar” funding of $360,000 in CDBG plus $560,000 in HOME (for housing projects). The amount anticipated for CDBG Public Service projects is $125,000. Projects and programs must assist low and moderate-income persons and address one of the following priority community needs:
  • Housing
  • Health Care (medical, mental, dental)
  • Youth/Children
  • Homelessness
In addition, preference may be added for:
  • Services targeting New/Native Americans
  • Transportation services
  • Financial literacy education
Applications that do not address a priority community need will not be accepted.

The application is available as a fillable form in Word format using the link below (please enable the macros when you open the form). The deadline for receipt of applications is Wednesday, August 21, 2013 at 12:00 p.m. noon. Applications cannot be submitted electronically and should be delivered to the Office of Urban Development, 1405 1st Avenue North, Grand Forks, ND 58203.

An Applicant Workshop will be held on Tuesday, July 16, 2013 at 11:00 a.m. in the conference room at Urban Development. Because of the changes in the priorities and process, it is important that applicants attend. Project eligibility and application instructions, as well as reporting, bidding and monitoring requirements, will be discussed at this meeting.

Other requirements:
  • Public Service applications are limited to one per agency and capped at 20% of the entire Public Service allocation, or $25,000.
  • Bricks and mortar projects of less than $10,000 will not be accepted.
  • Please submit 1 single-sided copy of your application, including all supplemental materials.
  • All agencies applying for funds must be registered on the Central Contractor Registry (CCR) and have a Data Universal Number System (DUNS) number. Please see the instructions at the end of the application form to obtain both numbers. Applications from agencies without CCR & DUNS numbers will not be accepted. (Please note that CCR numbers must be maintained annually.)
The tentative meeting schedule at this time is as follows:

The Community Advisory Committee (CAC) will review applications, hold a public hearing, and rank applications in order of priority on Wednesday, August 28 at 3:00 p.m. in Council Chambers at City Hall (255 North 4th Street). This meeting will be continued, if necessary, to Thursday, August 29 at the same time and place.

The Committee’s recommendation will be forwarded to the Finance & Development Committee of the Grand Forks City Council. This meeting is scheduled for Monday, September 9 at 5:30 p.m. in the Council Chambers at City Hall. After a 30-day public comment period, the City Council will hold a public hearing and take final action. This meeting is scheduled for Monday, November 4 at 5:30 p.m., also in the Council Chambers at City Hall.
