Prairie Harvest Building Proposal, 300 Block S. 4th Street – This area is currently a parking lot across from the former Post Office. O’Neil displayed pictures of the surrounding area and the old county office building at 201 S. 4th St. Prairie Harvest plans to build a three-story structure to contain 14 upper level apartments, serving as temporary housing for Prairie Harvest clients, and administrative offices on the street level. Two million dollars of federal Neighborhood Stabilization Program funds will be used. The lot falls in the block between the Near Southside and the Downtown historic districts, abutting the NSS district. No drawings of the proposed building were available. Several concerns were expressed, including appearance of the building, possible use of existing empty buildings downtown instead of building new, notification of neighbors, lack of a site map, and others. Members expressed respect for Prairie Harvest and its programs but noted that there was insufficient information upon which to reach a determination regarding adverse effect. Members agreed to hold a special meeting on Tuesday, Dec. 15, at 7:00 p.m. in City Hall, to consider this matter. They requested that the architect and a representative of Prairie Harvest attend the meeting if possible, and that renderings of the facades and a site plan be available for review.
Civic Auditorium, 615 1st Ave. N., built 1956 – The city is seeking a determination of no adverse effect for the demolition of the Civic Auditorium. A plan is being developed to build residential units, including underground parking, at the site. The project will utilize federal Neighborhood Stabilization Program funds. The determination requested was for the for both demolition and new building; these are two separate issues that must be determined separately. Commissioners decided to delay this decision to the Dec. 15th meeting also, asking for more and clearer information at that time.
430 S. 5th Street – O’Neil said the contractor bid opening is scheduled for Tuesday, Dec. 15.

Chair Report – Marsha Gunderson
Infill Committee – Chuck Flemmer will continue to represent the Commission on the Infill Committee. There may be an upcoming review of proposals for 1815 N. 3rd St.
Downtown Design and Review Board – The DDRB sponsored meetings to provide a forum for the downtown owners/operators to discuss with city staff the possible changes to the signage regulations. Several attendees seemed to feel that the downtown wanted to police itself.
Downtown Brochures – O’Leary has said that the brochure will be ready for the printer by the end of December.

Coordinator Report – Provided by Marsha Gunderson
Energy Efficiency Program – O’Leary will report on this at a later date.
Granitoid Survey Report – Gunderson noted that the surveyor had been in town to check on discrepancies in the original survey.
Coordinator Salary – Discussion postponed to Dec. 15, 2009
