1. Roll Call

Chairman Doug Christenson called the meeting to order at 4:03 pm. Other members present: Eliot Glassheim, Terry Smith and Dwight Thompson. Also present: Greg Hoover, Connie Mangan, Hal Gershman, Keith Lund, Klaus Thiessen, Josh Klug, Dawn Keeley, and Ray Winters

2. Approval of Minutes – December 18, 2007

Motion by Glassheim, second by Thompson to approve minutes from previous meeting of December 18, 2007. All present voted aye. MOTION CARRIED.

3. Monthly Report: Presented

4. Other Business

Northwood Economic Recovery: Ray Withers, Northwood Economic Development Foundation, and Dawn Keeley, Red River Regional Council/Small Business Development Center, requested financial assistance of $38,075 from the JDA for the local match for a US Economic Development Administration (EDA) planning grant. The grant will be used to prepare a comprehensive economic development plan to aid Northwood in its recovery from the tornado that devastated much of the community in August 2007. Motion by Christenson, second by Smith to approve the grant to the Red River Regional Council/Small Business Development Center for the economic development of Northwood. All present voted aye. MOTION CARRIED.

Use of Civic Auditorium: Greg Hoover stated that Jamie Lunski from HB Sound & Light has expressed an interest in purchasing the Civic Auditorium. The City Assessor, Mel Carson, is putting together a value, and Lunski is putting together renovation cost estimates. Christensen stated that demolition of the Civic had been discussed at a previous meeting. After discussion, Hoover stated that he will outline all options for the Civic at the next meeting.

5. Project Update

Datacom: In 2007, the JDA approved an EDA RLF of $150,000.00. Keith Lund, GFEDC, reported that Datacom had a good quarter with 18 new customers, 6 new employees in Cooperstown and 4 new Grand Forks employees. Datacom is also looking at launching a second product line.

LM Glassfiber: Expansion of the current building was discussed.
