Minutes of Grand Forks City Council/Growth Fund
Authority (JDA) - Monday, April 21, 2008 - 5:30 p.m.____

The city council of the city of Grand Forks sitting as the Growth Fund Authority met in the council chambers in City Hall on Monday, April 21, 2008 at the hour of 5:30 p.m. following the Board of Equalization meeting with Chairman Gershman presiding. Present at roll call were Council Members Hutchison, Glassheim, Christensen, Bakken, Kreun, Gershman, Mayor Brown - 8; absent: none.

AUTHORIZE REPAIRS TO NOAH'S ARK BUILDING

The staff report from the Urban Development director relating to the matter of repairs to 1550 South 48th Street (Noah's Ark Building), with recommendation to approve Growth Fund Committee recommendation to authorize advertising the project for bid as follows: to install new window framing with expansion mullions and replace/reseal the sill flashing, including splice caps (existing glass will be retained), with recommendation to authorize advertising for bid.

It was moved by Mayor Brown and seconded by Council Member Christensen that this recommendation be approved.

Chairman Gershman stated this was a chronic issue for a long time and asked if there was paper trail and any recourse back to the contractor for this.

Howard Swanson, city attorney, stated he wasn't sure he wanted to fully address that in a public meeting, have discussed it briefly with Mr. Hoover, and no decisions have been made as to whether there is some potential claim against the contractor or design firm.

Upon call for the question and upon voice vote, the motion carried 8 votes affirmative.

It was moved by Council Member Bakken and seconded by Mayor Brown that we adjourn. Carried 8 votes affirmative.
