MINUTES
Grand Forks Civil Service Commission
July 10, 2003
The Grand Forks Civil Service Commission was called to order at 3:30PM by
Chairperson Kvasager. Commissioners Bredemeier and Johnson present,
Commissioners MacGregor and Nies absent.

CHANGES/ADDITIONS TO AGENDA
Daryl Hovland, Assistant HR Director, presented the following changes/additions
to the agenda:
1) Reschedule regular meeting for August.

APPROVAL OF MINUTES
It was moved by Bredemeier and seconded by Johnson to approve the June 12, 2003
regular meeting minutes as presented. All approve, motion carried.

ELIGIBILITY REGISTER
80% Community Health Nurse
It was moved by Bredemeier and seconded by Johnson to approve the eligibility
register for the position of Community Health Nurse (80%) at 81.0% as follows:
Theresa Wavrin
Danielle Kovarik
Jodi Stauss Stassen
Stacie Byzewski
Mike Hagman
Amy Jones
Denise Foy
Doreen Narlock
Discussion held regarding registers being established according to percentage
with recent changes to the code allowing for less than full time classified
employment. This register is for an 80% CHN position. Changes to a current
percentage position must be approved with the budget process as approved by
City Council for January of the next year. All approve, motion carried.

PROMOTIONAL WRITTEN EXAM SCORE CUT-OFF
POLICE SERGEANT
It was moved by Johnson and seconded by Bredemeier to approve the Police
Sergeant written examination cut-off score at 69.0%, allowing four candidates
to move forward to the interview process. All approve, motion carried.
REASSIGNMENT (PROMOTIONAL) REGISTER
Senior Equipment Operator
It was moved by Bredemeier and seconded by Johnson to establish the
reassignment register at 71.95% as follows:

Michael Strandell
Terry Hjelmen
Mike Morrow
Matt Aarvig
Gerald Elm
James Donken
Joe Schmidt
All approve, motion carried.

Police Support Specialist (50% position)
It was moved by Johnson and seconded by Bredemeier to approve the reassignment
register at 100.0% as follows:
Erin Ray
Discussion held regarding the Police Department recommending one (1) 100%
position with the 2004 Budget process, and this person will currently hold two
(2) 50% positions until that time.
All approve, motion carried.

RESCHEDULE REGULAR MONTHLY MEETING
It was moved by Johnson and seconded by Bredemeier to reschedule the regular
Civil Service Commission meeting to Wednesday, August 13, 2003 at 3:30PM in
City Council Chambers. HR staff is scheduled to take part in a Disney
conference on Thursday, August 14, 2003. All approve, motion carried.

INFORMATION ONLY
Powell Appeal Reminder
Mr. Hovland reminded the Commission of the Appeal Hearing in the Doug Powell
appeal for 1PM, July 16th, 2003, in room A101.








Distribution of the 2002 Civil Service Report
Mr. Hovland distributed copies of the 2002 Civil Service Report to the
Commission for their information. Mr. Bunce acknowledged Kay Patron’s work on
this report. He stated the information is not available in the computer, it
takes an unbelievable amount of time and concentration to get the data together
and he requested recognition for Ms. Patron’s diligence and professionalism for
the record. Commissioner Kvasager stated as Chairperson of the Commission he
would like to thank Ms. Patron.

ADJOURNMENT
It was moved by Johnson and seconded by Bredemeier to adjourn the July 10, 2003
Civil Service Commission meeting. All approve, meeting adjourned. The meeting
adjourned at approximately 3:51PM.
