APPEAL OF MAYOR'S DECISION
Craig Lacher & Michael Shea
The Grand Forks Civil Service Commission was called to order at 4:03PM by
Chairperson Kvasager. Commissioners MacGregor, Johnson, Neis, Bredemeier and
Kvasager present. Commissioner Kvasager turned the meeting over to Michael
Morley, Attorney for the Commission, to act as Hearing Officer. Attorney Howard
Swanson present representing Mayor Brown. Attorney Craig Campbell present
representing employees, Craig Lacher and Michael Shea.

Public Works employees Craig Lacher and Michael Shea are appealing the decision
of Mayor Michael Brown in their grievance which claimed sexual harassment and
retaliation by Public Works Director, Todd Feland and Water Treatment Plant
Superintendant, Hazel Fetters-Sletten.

Mayor Brown concluded that the grievance was not sustained as there was
insufficient evidence to support sexual harassment and the associated
retaliation was not validated.

The Commission recessed at approximately 4:55PM.
The Commission reconvened at approximately 5:04PM.

Testimony and evidence was heard by the Commission from Mr. Lacher and Mr. Shea
in this matter. No further evidence will be accepted in this matter.

The Commission directed the attorneys to present written closing arguments and
relief requested by 5:00PM, Friday, March 28th, 2003 to the Human Resources
office. Within thirty (30) days from that date a deliberation hearing is to be
scheduled.

ADJOURNMENT
It was moved by Bredemeier and seconded by Nies to adjourn the special meeting
of March 13, 2003. The meeting was adjourned at approximately 6:23PM.
