MINUTES
Grand Forks Civil Service Commission
December 11, 2003
The Grand Forks Civil Service Commission was called to order at 3:30PM by
Chairperson Kvasager. Commissioners Bredemeier, MacGregor and Johnson present.
Commissioner Nies absent.

CHANGES/ADDITIONS TO AGENDA
Asst. HR Director, Daryl Hovland presented the following changes/additions to
the agenda:
1) Selection Criteria for Equipment Operator, Lead; Programmer Analyst, Senior;
and Urban Development Deputy Director.
2) Request for placement on the Re-Employment Register.
It was moved by Bredemeier and seconded by MacGregor to approve the
changes/additions to the agenda. All approve, motion carried.

APPROVAL OF MINUTES
It was moved by MacGregor and seconded by Bredemeier to approve the November
13, 2003 regular meeting minutes as presented. All approve, motion carried.

RE-EMPLOYMENT REGISTER REQUEST
Firefighter, Senior
It was moved by MacGregor and seconded by Johnson to approve employee, Randy
Johnson for placement on the re-employment register. All approve, motion
carried. Mr. Hovland reported that the request was timely filed with the
Commission on the 17th of November as per Code.

Administrative Specialist - Assessing
It was moved by Bredemeier and seconded by MacGregor to approve employee,
Vickie Howell for placement on the re-employment register. Mr. Hovland reported
that the request was timely filed with the Commission. All approve, motion
carried.

Police Officer
It was moved by MacGregor and seconded by Bredemeier to approve employee, David
O’Toole for placement on the re-employment register. Mr. Hovland reported that
the request was timely filed with the Commission. All approve, motion carried.


Bus Operator
Mr. Hovland reported that this request by employee, Victoria Machovsky, was not
timely filed. It was received after the effective date of the resignation. City
Code 6-0514 (B-1) states the request must be in writing and received by the
Commission prior to the date of resignation. Mr. Hovland stated the
circumstances are that this is an automatic resignation as the employee was on
a one year leave of absence and did not report back to work within the three
day time frame per City Code. Discussion held. It was moved by Johnson and
seconded by MacGregor to deny the employee’s request to be placed on the
re-employment register. All approve, motion carried.

REHABILITATION REGISTER REQUEST
It was moved by MacGregor and seconded by Bredemeier that the request by the
employee to be placed on the rehabilitation register, is not valid at this
time. Such request for placement may be made within one year of rehabilitation
and upon an appropriate request by the employee per 6-0514 (D). All approve,
motion carried. Discussion held.

REASSIGNMENT (PROMOTIONAL) REGISTER
Equipment Operator, Senior (Sanitation)
It was moved by Johnson and seconded by MacGregor to establish reassignment
register at 57.465% as follows:

Jerry Molenaar
All approve, motion carried.

Fire Captain
It was moved by Bredemeier and seconded by Johnson to establish the
reassignment register at 62.721 as follows:
Chad Cutshaw
David Hoefer
Mike Sandry
Randy Fetsch
Mitchel Steien
Dennis Strom
All approve, motion carried. Commissioner MacGregor and Mr. Hovland stated
these candidates are all excellent and outstanding.


ELIGIBILITY REGISTER
911 Dispatcher
It was moved by MacGregor and seconded by Bredemeier to establish the
eligibility register at 84.00% as follows:

Monica Weets
Bridget Misiewicz
Dana Bergman
Nicole Brown
Angela Lockwood
All approve, motion carried.

WRITTEN EXAMINATION CUT-OFF
Police Officer
It was moved by MacGregor and seconded by Johnson to establish a written
examination cut-off at 76.00% thereby allowing 40 candidates to move forward in
the process. All approve, motion carried.

SELECTION CRITERIA
Equipment Operator, Lead
It was moved by MacGregor and seconded by Johnson to establish the following
selection criteria according to the following:
Department Interview 75 points
HR Interview 25 points
All approve, motion carried.

Programmer Analyst, Senior
It was moved by MacGregor and seconded by Johnson to establish the following
selection criteria according to the following:
Department Interview 75 points
HR Interview 25 points
All approve, motion carried.

Urban Development Deputy Director
It was moved by MacGregor and seconded by Johnson to establish the following
selection criteria according to the following:
Department Interview 75 points
HR Interview 25 points
All approve, motion carried.


SELECTION CRITERIA
Re-assignment/Promotional
It was moved by MacGregor and seconded by Bredemeier to rescind the blanket
approval policy of the Commission to allow all non-classified employees to
apply as internal candidates and rather to comply with 6-0513 in which the
Commission or Chairperson of the Commission may consider the request of a
non-classified employee to apply for reassignment on a case-by-case basis. All
approve, motion carried.

ADJOURNMENT
It was moved by Johnson and seconded by Bredemeier to adjourn the December 11,
2003 Civil Service Commission meeting. All approve, meeting adjourned. The
meeting adjourned at approximately 4:34PM.
