MINUTES/PUBLIC SAFETY COMMITTEE

Members present: Bakken, Bouley.

1. Matter of request for “SLOW - Children at Play” sign at 1015 2nd Ave. N.
Dan Jonasson, traffic engineer, stated he received request for “slow children” or “children at play” signs, that there is pedestrian crossing sign in this area with advance warning signs; didn’t see problem with installing additional signs, and suggested placing time limitation on the signs. Bakken stated every block has children and asked if there was an exception for granting this, whether some disability reasons (none). Moved by Bouley and Bakken that the request be denied. Motion carried. (Comm.only)

2. Matter of request for restricted parking at 3302 Primrose Court.
Jim Malins, 3302 Primrose Ct., presented request for change in parking policy, that he has a corner lot that has an easement on it for a pipeline company so has large frontage on his property and apartments across the street from 34th use his driveway as turning circle and park there quite often and 2-3 cars parked in front of his house each night, sometimes longer than 24 hours; talked with neighbors who feel same way but have no agreement as to what solution could be; there is parking allowed on one side of the street and no sugges-tions other than moving the sign back from corner. He stated he talked to apartment mgmt. and they provide the same parking that is required in City regulations, but many residents use street. Mr. Malins stated he has vide re. 10-day time span, committee asked police department and Mr. Jonasson to view video.

After further discussion it was moved by Bouley and Bakken to deny the request, and Mr. Jonasson to view video for safety aspects of the distance between the “no parking” and the corner. Motion carried. (Comm.only)

3. Matter of policy guidelines for signage and pavement markings
Mr. Jonasson stated he included this for information at this time; that this came from school safety study that is being done by Ulteig Engineers, consultant, and included policies that the city of Fargo has adopted for installation of stop signs, yield signs, crosswalk markings in areas of school; that what’s recommended is what they are using now. He stated they are looking at recommended crosswalk markings around schools, and is discussing this with the city engineer if want to include as a policy. Information.

4. Matter of request for stop sign at 24th Street and 8th Avenue North.
Mr. Jonasson stated that 24th Street has a jog in it and there are houses, trees, etc. on the north side of 8th that obstruct views, and recommended that yield signs be installed on 24th Street on both sides of 8th Avenue. He stated that 8th Avenue is a collector road; and there is a stop sign one block farther west on 8th Avenue. Moved by Bouley and Bakken to approve installation of yield signs on 24th Street. Motion carried.

5. Matter of UND Family Practice Resident Agreement with Public Health for period
July 1, 2000/June 30, 2001________________________________________________

Don Shields, Health Dept., stated this is a new agreement with UND Medical School starting July 1, 2000; that they’ve been trying for a number of years to involve the Medical School (residents) in public health, community wide health interventions, diseases, nuisances, sanitation for restaurants, etc. as an educational experience. The city attorney has reviewed and approved this agreement. Moved by Bouley and Bakken to approve the agreement. Motion carried.

6. Budget amendments:
a) Health Department - $1,405.00
b) Community Initiative Program - $4,668
Mr. Shields reviewed the amendments which reflect new revenue; a) food service class held earlier this spring and pays for instructor and course materials and trains restaurant employees and managers on safe handling of food; b) revenue collected as part of regional immunization conference held last week with people from MN, ND and Montana with revenue to pay the bills. Moved by Bouley and Bakken to approve the budget amend-ments. Motion carried.

c) Municipal Court - $5,200
Darla McLaren reported they have had a hard time finding person to fill part-time position; that because of planned vacations (using vacation carried over from last year
plus current vacation) throughout most of the entire summer where somebody would be gone; they were asking to move money from part-time wages to contracted personnel until they can advertise again to fill the part-time position; and that they would use Kelly’s Services or Express Personnel until that time. Moved by Bouley and Bakken to approve the budget amendment. Motion carried.

All applications had been reviewed and approved by the city attorney. Moved by Bouley and Bakken to approve. Motion carried. (Comm.only)

h) TOPS Club (ND State Recognition Days) - raffle 6/2-3/00
It was noted that the city attorney’s recommendation for disapproval stated that the group has not been recognized as public-spirited, no by/laws or constitution submitted, and committee could, in its discretion, recognize group as being “public spirited” and accept “quick facts as by-laws”. Committee stated they would like the city attorney to see the by-laws. Moved by Bouley and Bakken to declare the group as being “public-spirited” pending review of by-laws or constitution being submitted and approved by the city attorney prior to issuance of the raffle. Motion carried. (Comm.only)

8. Application for gaming permit:
a) DAV Auxiliary Unit #2 - raffle/bingo 11/03-10-17/00 and 2/14/01
The application had been reviewed and approved by the city attorney. Moved by Bouley and Bakken to approve the application for permit. Motion carried. (comm.only)

9. Request from Greater Grand Forks Sertoma Club for site for fireworks display.
The request for site for the 32nd Independence Day fireworks show on July 4 is on easement of a future road at 4000 South 20th Street, directly north of the South Middle School, was presented. Liability insurance will be filed. Moved by Bouley and Bakken to approve the location for the fireworks display subject to review and approval of the city attorney, fire and police departments. Motion carried.

10. Request for changing stop signs at 38th Street and 24th Avenue South.
Mr. Jonasson stated that presently traffic on 24th Avenue South has to stop for traffic on 38th Street; that 24th Avenue South is a collector street and stop signs should be the opposite way (at time installed there wasn’t nearly as much traffic on 24th as on 38th); and that now based on volumes, would like to switch signs - and would install double stop sign (two way stop), and will run double stop signs for 90 days until people are aware and then remove one stop sign. Moved by Bouley and Bakken to authorize changing stop signs from 24th to 38th Streets with signage installed as noted. Motion carried.

11. Matter of construction use of DeMers Ave. parking lane for Townsquare.
Ron Jasmer, rep. of Widseth Smith Nolting, engineer and architect for the Townsquare Park, stated they have problem with construction as they had intended that the contractor have a 50 ft. staging area east or river side of the Park for construction and storage of materials, etc., however, NSP is conducting a survey in preparation for building the dike, digging trenches, test borings, etc. and in addition to that the City is digging a trench to make sure the soil is adequate for dike construction, and this takes away their staging area, and were here on behalf of the contractor and Urban Development to ask that the contractor be allowed to block off the sidewalk and the parking lane adjacent to the

side between 3rd Street and the River and use that for construction (back of trailers face traffic and entrance would be on the sidewalk). Committee noted that there is a parking lot between Amazing Grains and the dike on opposite side of the street - however using that for storage would be more dangerous because of constant crossing of street (using forklifts, flag people); that construction is scheduled to be completed by October 1 - and trailers could be moved as soon as testing is done. There could be up to 5 trailers - trailers 18 to 20 ft. long. 8 ft. wide It was also noted that there is mill and overlay going on downtown. There was discussion re. using portion of S. 3rd Street.

Lt. Kirby stated they have receiving lot of complaints re. construction people parking all day on streets downtown, that there is a parking lot across the street, and his preference for parking on the street would be for staging vehicles or vehicles directly related to the on-going construction - and to give contractor definite area which would be blocked off. Bouley stated that DDC is asking police department to be merciless with ticketing cars in violation. Fire Chief O’Neill asked that they leave access to hydrants between trailers.

Moved by Bouley and Bakken to approve area on South 3rd Street, location to be coordinated with police and fire departments and Mr. Jonasson, traffic engineer, for placement and extension of designated area during construction season, and residents and businesses to be notified. Motion carried.

12. Matter of application for gaming permits:
a) Greater Grand Forks Convention & Visitors Bureau - site auth. ending 6/30/01.

Applications have not been reviewed by the city attorney. Moved by Bouley and Bakken to approve contingent upon review and approval by the city attorney. Motion carried. (Comm.only)
