CITY OF GRAND FORKS - BOARD OF EQUALIZATION
April 10, 2001

The city council of the city of Grand Forks, North Dakota was called to meet as the Board of Equalization in the council chambers on Tuesday, April 10, 2001 at 7:00 p.m. with President Gershman presiding. Present at roll call were Council Members Brooks (teleconference system), Bjerke, Stevens, Burke, Gershman, Christensen, Klave, Kreun - 8; absent: Council Members Glassheim, Lunak, Bakken, Martinson - 4; 1 seat vacant.

President Gershman stated that as of 1:30 p.m. today they had received 4 written protests involving 7 properties; and that none of the property owners were present:

1) Fred Madsen, property at 1501 North 4th Street
2) Grand Forks Leased Housing Associates I and II on property at 214 North 9th Street and 222 North 9th Street
3) J. Donna Miller on property at 212 North 9th Street, 214 North 9th Street and 222 North 9th Street
4) University of North Dakota on property leased to Barns & Noble

Council Member Kreun presented a protest from Arena Construction, Inc. on the Engelstad Arena property.

COUNCIL MEMBER HAMERLIK REPORTED PRESENT

Mel Carsen, city assessor, stated that the city council sits as the Board of Equalization to consider the assessments for 2001 as established by the city assessor’s office, and that this meeting is scheduled for the second Tuesday in April. He stated he had submitted a memo concerning the meeting, and typically they receive the protests and then schedule a meeting when they would hear these either by the committee of the whole or a small committee, and then brought back to the full council at another date; he suggested the fifth Monday, April 30, which would give his department time to research these and come back with a recommendation, and also give the property owners time to schedule their time.

It was moved by Council Member Bjerke and seconded by Council Member Christensen to meet on Monday, April 30, at 7:00 p.m. as the committee of the whole to consider these items. Carried 9 votes affirmative.

RECESS

Mr. Carsen stated that they would need to schedule a date when the council would sit as the Board of Equalization and suggested Monday, May 7. at 7:00 p.m. It was moved by Council Member Bjerke and seconded by Council Member Christensen that the Board of Equalization recess to and reconvene on May 7, 2001 at 7:00 p.m. Carried 9 votes affirmative.

It was moved by Council Member Stevens and seconded by Council Member Bjerke that we do now recess as moved. Carried 9 votes affirmative.
