MINUTES
CITY OF GRAND FORKS - BOARD OF EQUALIZATION
April 9, 1991

The city council of the city of Grand Forks, North Dakota was called to meet as the Board of Equalization in the city council chambers by Mayor Polovitz on Tuesday, April 9, 1991 at 7:00 p.m. as required by the North Dakota Century Code. Present were Aldermen Beach, Hoeppner, Kulas, B.Hanson, Glassheim, Crawford, R.Hanson, Lien, Carpenter, Shores, Coe, Johnson, Hagness - 13; absent: Alderman K.Polovitz - 1.

Mel Carsen, city assessor, stated that the Board of Equalization would consider appeals of individual property assessments as made by the assessor's office. He reported that his office had sent out 400+ notices of increase in taxes (where properties received increase of over 15%); and that they would also consider protests even if no increase in assessment.

REFER FORMAL PROTESTS TO FINANCE COMMITTEE

Formal protests were received from the following property owners, protesting the assessed valuation of their property:

1) LeRoy DeGagne, 2655 North 42nd Street.
2) Rodney Folkers, Route 1, Larimore, ND - property located at 123 North 3rd Street.
3) Thelma Johnson, 215 Cleo Court - property at 2813 Belmont Road.
4) Kamps & Craven Properties Partnership, Townhouse Motel (Lot 2, Block 2, Renewal Resubdivision No. 5)
5) First Federal Banking and Savings, F.A., Bemidji, MN: Sunset Estates Apts. (Lot B, Replat of Lot 2, Blk. 7, BFM Addn., and Lot C, Replat of Lot 2, Block 7, BFM Addn.)
6) U.S. Postal Service, 321 South 4th Street (Lots 5, 6, 7, 8, 9, 10, 11 and 12 in Blk. 2 of Viet's Addn., together with all that part of the 9 ft. alley bordered by said lots, vacated pursuant to resolution dated November 24, 1961.)
7) Mortgage Commitments, Inc.:
a) 1418 7th Avenue North (Lots l7 and l8, Blk. 61, A & I Addn.)
b) 1708 North 4th Street (Lot 6, Blk. l, Skidmore Addn.)
8) James Abar, Abar Industries, Inc. (Jim's Car Wash), 1224 24th Ave.S. (Lot B, Replat of Lots 14 and 15, Blk. 4, Cox's Addition)
9) Gary Gibson, 289 Grassy Hills
10) John Cowger, 121 8th Avenue South (Lot 3, Blk. 14, Lindsay's Addn.)

It was moved by Alderman Kulas and seconded by Alderman Coe to receive the formal protests and refer to the finance committee of the city council for further consideration and report back with recommendation. Carried 13 votes affirmative.

RECESS

There being no further protests to be presented to the Board, it was moved by Alderman Coe and seconded by Alderman R.Hanson that the Board of Equalization adjourn (recess) and reconvene May 20, 1991 at 7:00 p.m. after the finance committee has held its hearings and has had time to make its recommendations to the Board of Equalization.
