MINUTES/PUBLIC SAFETY COMMITTEE
Monday, December 27, 1993 - 3:45 p.m.

Members present: Crawford, Geller, Hoeppner.

1. Request by Beloff Hotel Corporation (dba Faces) for refund of
pro-rated liquor license fee for license period July 1-
December 31, 1993.
Howard Swanson, city attorney, advised committee that Mr. Beloff not eligible for refund; first, they must surrender license, he sold business; 2) at time terminated, have to be qualified to hold liquor license, and because delinquent in payment of parking assessments, utility bills and rent not eligible. Moved by Geller and Hoeppner to deny request. Motion carried.

2. Application by Break-Out Billiards for alcoholic beverage
license at 9 North 3rd Street.
Mr. Swanson advised that ordinance changed to allow billiard parlors to hold license; application appears to be in order. It was also noted that premises must have separate area for sale of alcoholic beverages, etc. Chairman Crawford reported that has not been completed. Moved by Hoeppner and Geller to grant license, contingent upon approval by fire, health and inspection departments. Motion carried.

3. Matter of placing loading/unloading zone in 200 block of South
5th Street near County office building.
Morris Davidson, county extension agent, stated he works in building at 201 South 4th Street, and would like area between sidewalk and building designated as loading/unloading zone. It was noted by the committee that this is private property (County property) and City has no authority to designate parking zone and post; and suggested he take back to County. Moved by Hoeppner and Geller to receive and file. Motion carried.

4. Applications for gaming permits.
a) Forks Fighters and Youth Athletic Club - raffle on 2/28/94.
The application had been reviewed by the city attorney, and approved "subject to adoption of resolution recognizing group as public-spirited". Moved by Crawford and Hoeppner to adopt a resolution recognizing the Forks Fighters and Youth Athletic Club as a public-spirited organization eligible to conduct games of chance, and to approve the application. Motion carried.

5. Temporary and overtime statements for September, October and
November.
The committee reviewed the statements. Moved by Geller and Hoeppner to approve. Motion carried. (comm. only)
