MINUTES/FINANCE COMMITTEE
Tuesday, October 25, 1994 - 5:00 p.m.

Members present: Carpenter, Babinchak, McCabe.

1. Matter of offer from Red River Valley Chapter of the American
Red Cross to purchase City property at S. Washington Street
and 40th Avenue South.
Mr. Schmisek reported that at the last meeting Mr. Swanson, city attorney, had advised that property they would have go out on bid process. He also reported that he had checked with other departments whether they would have any future use of the property and only response was from Chief of Police re. possibility of new car pound, but that probably not a good location for that; and that if they so wish committee can set value and declare property as surplus. Mr. Carsen, city assessor, reported property purchased in 1983 for $35,000 and would estimate current value at $50,000. It was noted that City has not received inquiry re. this property before this. There was some discussion re. zoning should Red Cross purchase the property.

Moved by McCabe and Babinchak to declare the property as surplus and advertise for bids. Motion carried.

2. Matter of carry-over of unspent funds in certain budget
categories.
Mr. Schmisek reported that current policy allows departments to carryover 75% of their funds in Maint. & Operation and Capital and Betterment area, and request is to change that policy to allow them to carryover 100% of those categories. Mr. Carpenter asked that departments now have ability to transfer between categories, including Wages & Salaries, whether that continued restriction makes sense. Mr. Schmisek stated only concern is that Wages & Salaries one of the larger items, and would be up to your discretion whether you want them to have that potential. Committee asked to bring matter back in six months re. Salaries & Wages.

Moved by Babinchak and McCabe to authorize policy to be changed to go from 75% to 100% of allowing carryover coming from Maintenance and Operation and Capital items. Motion carried.

3. Temporary and overtime statement as of September 30, 1994.
The committee reviewed the statement. Moved by Babinchak and McCabe to approve the statement. Motion carried. (committee only)
