MINUTES/PUBLIC SAFETY COMMITTEE
Monday, February 14, 1994 - 3:45 p.m.

Members present: Crawford, Geller, Hoeppner.

1. Request by Northeast ND Division March of Dimes to hold
annual "Walk America" event on April 24, 1994.
Held for additional information.

2. Request by Praise God Parade Planning Comm. to hold parade
on May 15 (alt. May 22).
Chief Paschke stated they have no problem with request/route. Moved by Hoeppner and Geller that we approve request, subject to coordinating with police department, and signing of an indemnity and hold harmless agreement. Motion carried

3. Application for Class 3 alcoholic beverage license at 1149
36th Avenue South (Parrots Cay Tavern).
It was noted that the application had been reviewed and approved by the city attorney and by the police department. Moved by Geller and Hoeppner that the application be approved, subject to final inspection by the fire, health and inspection departments. Motion carried.

6. Consideration of bids for police vehicles.
Chief Paschke reported two bids received - from Hansen Ford and Rydell Chevrolet - and that both bids met specifications. He reported there is $80,000 budgeted in 1994 budget. He noted that alternate bid packages were requested and they were recommending low bid of Hansen Ford for bid package 3, which is purchase of 9 new squad cars and trade-in of 8 vehicles, base bid $129,532.05, less trade of 8 vehicles, $52,400.00, for net bid of $77,132.05. Moved by Hoeppner and Geller that we accept the bid of Hansen Ford in the amount of $77,132.05 for the purchase of 9 vehicles, including trade-in of 8 vehicles. Motion carried.

7. Request for budget amendment - police department.
Chief Paschke reviewed budget amendment in the amount of $4,000 to reflect Narcotics Enforcement Grant. Moved by Hoeppner and Geller to approve request for amendment in the amount of $4,000, and introduce ordinance for first reading. Motion carried.

5. Matter of installation of crosswalk signals on 11th Ave.S.
adj. to Ben Franklin School.
Rod St. Aubyn, representing PTO from Ben Franklin School, stated parents have concern re. safety of children coming from beyond 11th Avenue, and wanted to pursue to see if could get warning lights. John Thompson, traffic eng., stated he conducted traffic study and reported to committee on November 8, and that study did not warrant. It was noted that traffic counts low compared to 32nd and 10th, and with 17th at Century School. Mr. Thompson stated he will do study for 4-way stop at 11th and 20th, and turning lane request at Columbia Road for the State. The

committee asked Mr. St. Aubyn to take info back to PTO that traffic engineer going to restudy in the spring. Mr. St. Aubyn questioned whether it would help if PTO funded part of lighting cost; and Mr. Thompson stated cost between $9-15,000. It was also noted that part of the problem is created by parents double parking, etc. when dropping off or picking up children.

4. Matter of traffic concerns at 6th Ave.N. and Carleton Ct.
Burke Bristow, who resides on Carleton Court, stated that when coming out of Carleton Court with cars parked along 6th Avenue North, unable to see if oncoming traffic, and with UND shuttle and/or City bus parked in designated stop on 6th Ave. not enough space for two cars to pass. John Thompson, traffic eng., recommended removing parking between RR tracks and Carleton Court and for two car lengths on each corner of block between Carleton Court and North 39th Street. It was noted that part of the problem is that students don't want to pay for parking in lots, park there and then take shuttle. Mr. Beach also noted that there is parking only on one side of N. 39th Street during winter months. It was noted that 6th Avenue N. is heavily traveled street.

Moved by Geller and Hoeppner to remove parking on the south side of 6th Avenue North for two car lengths from the corner on both sides of each approach to Carleton Court. Motion carried.

8. Applications for gaming permits:
a) Quad County Community Action Agency, Inc. - raffle
b) Belmont School PTO - bingo
c) Belmont Baby Care, Inc. - raffle.
d) Meritcare Foundation/Children's Miracle Network - raffle
All applications had been reviewed and approved by the city attorney. Moved by Geller and Hoeppner that the applications be approved. Motion carried. (committee only)

9. Complaint re. snowmobilers off route and on private property.
Al and Patricia Berger, 1407 Lewis Blvd., reported they are having problem with snowmobilers on their property, snowmobiles traveling under Kennedy Bridge, and to make turn end up on their property, damaging yard and trees; they are last property on Lewis near Bridge. Mr. Berger stated that they own Lots 9 and 10, that City owns 7 and 8 adj. to their property, and that they have agreement with the City to use as long as they maintain. Mrs. Berger stated that this past weekend there was a group (of approx. 15) from rally that got lost and were on sidewalk by their property, and suggested they publicize better where trail is and asked for cooperation with clubs and better signage - and physical barrier to close sidewalk; they are tired of plowing and having snowmobilers come through and ruining that. advised that they can temporarily close sidewalk but concerned how to do it; recommended not using orange fencing as was suggested as orange fencing not reflectorized material. Mrs. Berger asked what kind of help they could get from the City in putting up fence. Randy Sattler, snowmobile club, stated they can do more signage at end of trail, and they would provide signs. The committee directed that the Bergers consult with the engineer and Mr. Thompson re. installation of the fencing by the City, and that the snowmobile club install additional signage. The committee noted that when route adopted it was done on year by year basis and suggested holding public hearing next spring re. route, etc. The committee also suggested possible signing at strategic points along the river for viewing from the river side. Committee only.

9. Request by UND Indian Assn. for license refund.
A request from UND Indian Assn. for refund of the temporary restaurant license fee in the amount of $25.00 (license issued for event on January 29) was presented to the committee. Moved by Crawford and Geller that the request for refund be approved. Motion carried. (committee only).

10. Budget amendment request.
A request for budget amendment to reflect Anti-drug Abuse grant in the amount of $113,000 was presented. Moved by Crawford and Geller to approve request to amend budget to include $113,000 grant monies and to introduce ordinance for first reading. Motion carried.
