MINUTES/PUBLIC SAFETY COMMITTEE
Monday, March 14, 1994 - 3:45 p.m.

Members present: Crawford, Hoeppner.

1. Matter of traffic problem at Park Drive and Cottonwood
Street.
Several residents of the area were present, including Dwight and Ruth Thompson, 523 Park Drive. Ruth Thompson had submitted letter to the committee for their information. John Thompson, traffic eng., submitted information re. accident survey from 1986 through 1994; noted that this is the only intersection along entire length of Park Drive that is not controlled; and recommended installation of yield signs for the Cottonwood Street approaches at this intersection. The residents were agreeable to try this solution, but stated they would like more done to control speeding. Moved by Hoeppner and Crawford that yield signs be installed on Cottonwood at Park Drive and further that we instruct police department to monitor this area re. speeding violations. Motion carried. (comm. only)

2. Matter of marking fire lanes with red paint and increasing
fine for illegally parking in fire lanes.
Held until first meeting in April.

3. Applications for gaming permits:
a) Knights of Columbus, UND Newman Center-Cardinal John Henry
Newman Council - raffle on April 29.
b) UND Criminal Justice Assoc. - raffle on March 30.
c) Century Elem. School PTO - bingo on April 15.
d) Winship School PTO - bingo and raffle on April 17.
f) Listen, Inc. - site author. at 710 1st Ave.N. (Town House)
g) United Hospital - raffle on March 26.
h) GF Public School Dist. #1-Native American Programs - raffle on April 17.
i) UND Student Aviation Mgmt. Assn. - raffle on April 10.
All aps. had been reviewed and approved by the city attorney. Moved by Hoeppner and Crawford to approve. Motion carried. (committee only)

e) UND Psychology Club - raffle on April 21.
The ap. had been reviewed and approved by the city attorney, subject to adoption of resolution recognizing as public spirited, and length of existence in ND. The committee questioned use of funds by the organization. Held until Monday, March 21 at 7:15 p.m.

4. Matter of ordinance relating to license fees.
It was reported that this up-dates alcoholic beverage license fees under Section 21-0106 of the Code. Moved by Hoeppner and Crawford to approve, and to introduce ordinance for first reading. Motion carried.

5. Request by American Heart Assn. to hold "Heart Ride" on
Saturday, April 30.
Dana Robison, representing March of Dimes, reviewed request to hold 3 rides (8-mile bicycle ride, 25-mile ride and competitive 62-mile race), routes, etc. with the committee and Chief Paschke. Joel Arnason was also present.

Moved by Crawford and Hoeppner to approve request, subject to coordinating with the police department, and signing of an indemnity and hold harmless agreement. Motion carried.

6. Matter of job description for director of health department.
Dan Gordon, personnel assistant and safety director, reported he had conducted survey of several health departments; and submitted revised job description for director as drafted by the Board of Health, with input by reps. of health department, and Dr. Brosseau, Health Officer. He stated the job description covers all duties and gives some flexibility; and was approved by the Board of Health. Mr. Swanson questioned inclusion of County of Grand Forks under job purpose - "....provide leadership and direction for health department operations within the city and County of Grand Forks..."; that health department serves County based on contract with the County; and suggested using wording "..other authorized areas" in place of County. The committee directed that the change be made in the description. It was noted that the County has no role in actual hiring of the director; that notice will be published over large area; and that Dr. Brosseau will submit listing of questions for Civil Service Commission to use during interviews. Moved by Hoeppner and Crawford to approve the job description, and to submit to the finance committee for their review and recommendation to council. Motion carried. (comm. only)

7. Appointment of member to FY 1995 Budget Framework Committee.
(chairman or his designee) Chairman Crawford appointed Member Hoeppner to the committee.
