MINUTES/PUBLIC SAFETY COMMITTEE
Monday, May 2, 1994 - 3:45 p.m.

Members present: Crawford, Hoeppner.

1. Request for refund of temporary restaurant license by
Bethel Lutheran Church.
Moved by Hoeppner and Crawford to approve refund of the $25.00 temporary restaurant fee as requested. Motion carried. (committee only)

2. Matter of American Legion poppy sales on May 21.
Moved by Crawford and Hoeppner that the request be approved. Motion carried.

3. Request by CBD to hold third annual Forx Fest on July 30.
Tom Schuster, president of the CBD Assn., reviewed request in conjunction with Red River Valley Habitat for Humanity to hold the third annual Forx Fest on Saturday, July 30, 1994, including street dance, beer gardens and food vendors, and closing of DeMers Avenue from Riverboat Road to 5th Street, North 3rd Street from City Center to 1st Avenue North, North 4th Street from Kittson Avenue to 1st Avenue North. He also requesting closing of Riverboat Road from DeMers Avenue to the entrance of the Bridge parking lot from 10:00 a.m. until approx. 9:00 p.m. to enhance block party scheduled for Kannowski Park. He also requested approval to close Riverboat Road from DeMers to the entrance of the Bridge Parking Lot as they plan to expand Rollin' on the River beginning Wednesday, August 3 through August 31 from 11:00 a.m. until 2:00 p.m.

After some discussion it was moved by Hoeppner and Crawford for approval of the request, subject to coordinating the event with the police department, and waiver of the noise ordinance until 1:00 a.m. Motion carried.

The committee held the part of the request for closing of streets Wednesdays, beginning August 3 through August 31, from 11:00 a.m. until 2:00 p.m. until their meeting scheduled for May 23.

4. Matter of "right turn only" sign at 14th Ave.S. and Columbia
Road at southwest corner of intersection.
John Thompson, traffic engineer, reported he had reviewed matter and requested approval. Moved by Crawford and Hoeppner that the street department sign and stripe 14th Avenue South for a left and through combined lane and a "right turn only" lane at that intersection. Motion carried.

5. Request for handicapped parking at 1324 6th Ave.N.
Mr. Thompson, traffic eng., reported having reviewed the matter and talking to the resident, and recommended approval.
Moved by Crawford and Hoeppner to approve the request. Motion carried.

6. Matter of changes in PSAP job descriptions.
Jay Graba, personnel officer, and Dennis Kobach, PSAP director, reported they are bringing up to date, no increase in duties or responsibilities. Moved by Hoeppner and Crawford that the changes in job descriptions be approved. Motion carried.

7. Matter of calling for bids for round spraying for mosquitos.
Wally Helland, health department, reported that the Board of Health had requested the health department to call for bids for ground spraying, and requested committee review and recommendation. He reported they have looked at and don't think feasible way of covering city because of size of city would make it difficult to spray in reasonable time. He stated another disadvantage is that spraying has to be done at night, and machines are noisy; that ground spraying highly controversial - comes in direct contact with children and pets. He also noted they use different chemical for ground spraying than for aerial spraying. Moved by Hoeppner and Crawford to approve call for bids. Motion carried. (committee only)

8. Request by Dynamic Audio for waiver to noise ordinance
to hold "sound off" car stereo competition on Aug.20-21.
Kelly Yi reported that event is bigger this year - two-day event but shorter days, and will be held from 9:00 a.m. to 4:00 p.m. on K-Mart parking lot. Moved by Crawford and Hoeppner that the request be approved. Motion carried.

Moved by Crawford and Hoeppner that this application be approved, subject to review and approval by the city attorney. Motion carried. (comm. only)

10. Temporary and overtime statement for March, 1994.
The committee reviewed the statement. Moved by Hoeppner and Crawford to approve. Motion carried. (committee only).

11. Matter of request for budget amendment - health department.
A request by the health department for amendment of their budget for 1994 to reflect cash carry-over and unanticipated revenue for Food Service Seminar in the amount of $980.00, was reviewed by the committee. Moved by Hoeppner and Crawford to approve the request, and to introduce ordinance for first reading. Motion carried.
