MINUTES/PUBLIC SERVICE COMMITTEE

Members present: Hagness, Beach, Beyer, Glassheim.

1. Matter of engineering services contract for Project 4202,
standby power for water treatment plant and sludge plant.
Mark Lambrecht, asst. director of public works, reported they have combined contract to include 3 separate projects: #4045, surface water treatment rule compliance; Proj. 4202, standby power for water treatment plant and sludge plant; and Proj. 4056, chlorine scrubber at water plant and at 7mg. tank, which is a carry-over from last year; that project consists of quite a bit of control work, and working with other contractors. He reported that Charlie Vein of Advanced Eng. and Environmental Services, Inc. has done some research. Ken Vein, city engineer, stated they are trying to finalize scope of work, and this is not end of modifications they are going to have to make. He stated they will do this and see if conform with surface water treatment rule, do some monitoring and they see if new clearwell will have to be constructed (expansion and buying adjacent property).
Charlie Vein reported they are trying to get enough information to know what can do in the future, buy us time, going to tell what size clearwell going to need, once constructed, year of testing of by-products, etc. that this is first phase, may be only phase, and reviewed communication; projected cost $2,848,000, incl. engineering of $579,000, and break-down of engineering costs.

Committee question if clearwell not accepted now, will it every be done? C.Vein stated this project will take year to complete, then some time of testing.

K.Vein reported it will take 2-2 1/2 years before know what have to do. Need to make sure are in conformance with surface water treatment rule.
